Responsible for managing all aspects of multiple large capital projects, of high complexity, from inception through occupancy. Directs a team of professional Project Managers and Director(s) of Construction and drives projects to completion. The Associate Vice President Capital Projects works with a variety of leaders and executives from across the enterprise, including but not limited to: top-level executives of Penn Medicine, Perelman School of Medicine, University of Pennsylvania and University of Pennsylvania's Facilities and Real Estate Services, to develop large capital projects from concept through design, garnering consensus and setting project direction, and driving to successful completion. Recommends and maintains project budgets in consultation with the VP Real Estate and Architecture.The AVP makes decisions and recommendations that are recognized as authoritative and have direct impact in achieving project goals and established objectives. Negotiates critical and controversial issues with support team members. Demonstrates a high degree of creativity, foresight, and judgment in planning, organizing, and guiding multiple large projects to achieve UPHS project objectives. Project goals are achieved within stipulated budget and established budget.

Responsibilities:

Project Management – Has leadership responsibility for the overall management of the planning, design, construction and occupancy phases of multiple, concurrent large projects of high complexity to meet project goals and objectives. Consistently meets the following objectives: Ensures that projects are completed at or under budget Ensures that projects meet or exceed established standards of quality Ensures that projects are completed on or ahead of schedule Provides for effective and timely project communications between all parties on a regular basis Provides effective integration of diverse and conflicting views for the successful development, coordination and implementation of projects. Manages daily and long term work product of staff assigned.

Planning – Directly, or indirectly through those who report to him/her, plans, develops, coordinates and directs a number of large and important projects of major scope and importance. Develops cost estimates/budgets and tracks project costs. Develops overall detailed total project budgets, including costs for design, construction, furniture and equipment, I.S., Communications, infrastructure, and all others against established project budgets for this purpose. Reviews applications for payment for appropriate back-up documentation, amount being applied for vs. percentage of project construction completed to date, etc. Controls assigned project budgets by independently scheduling and chairing budget review meetings to track project costs. Reviews requests for changes, modifications, and additions to project. Assesses requests against project budget/expenditures and takes appropriate action on time critical requests while making recommendation to supervisor on large changes affecting overall budget/schedule Reviews change orders for validity, appropriate back-up and justification. Determines contracting methodology to be used on all capital projects.

Design & Development - Directly, or indirectly through those who report to him/her responsible for managing the concept design phase of the project. Monitor and coordinate the activities of Architectural and Engineering Consultants on assigned projects. Reviews Design Request for Proposals (RFP) as needed Reviews Design Proposals received for thoroughness, responsiveness to RFP, cost and quality. Manages the A/E throughout the phases of the project to ensure that all requirements of the RFP are fulfilled and project design objectives are met. Reviews documentation prepared by outside consultants for conformance to UPHS standards of design/construction and Code compliance. Ensures that projects meet all program requirements, balancing User needs against overall project objectives.

Construction – Directly, or indirectly through those who report to him/her responsible for managing the construction phase, monitoring and coordinating the activities of CMs, General Contractors, and Sub-Contractors on assigned projects. If required, develops, solicits and reviews qualification statements for the selection of outside construction contractors to perform project work and maintains a level of competition for construction work. If required, develops, solicits and reviews bid packages for construction projects of high complexity. Enforces clean, safe worksites and ensures surrounding Hospital areas are kept clean, paths of egress are kept clear, and construction projects do not detract or deter other Hospital departments and staff members from performing their respective duties. Takes immediate action to resolve issues of concern and reports them to Safety Management, Security and other departments as necessary to ensure there is no repeat of the incident. Routinely walks active construction areas monitoring construction activity for conformance to project objectives, design specifications and UPHS standards. Reports variances and initiates corrective action.

Project Schedule – Directly, or indirectly through those who report to him/her responsible for developing and managing the overall project schedule. Prepares and distributes to all project team members, the overall project schedule indicating all project milestones, completion dates, etc. and solicits input from various project team members in preparation of same. Project Team resources can be used for scheduling as appropriate. Responsible for identifying, planning and executing project phasing to minimize disruption to Hospital operation. Coordinates project implementation and project impacts with all affected departments by providing clear, concise and timely communication between all involved parties on a regular basis. Routinely walks project construction areas monitoring job status/progress, manpower allocation, and established project milestones are achieved to ensure that targeted completion dates are met. Independently initiates corrective action as required to meet project objectives. Oversees CM to ensure all utility interruptions are scheduled to minimize disruption to operations and provides timely communications to allow affected departments adequate time to prepare for utility interruption.

Compliance – Monitors work to ensure compliance with all federal, state, and local regulatory standards and requirements, including The Joint Commission, Department of Health, FDA, funding agencies and others as needed. Draws upon a working knowledge of codes to assist in ensuring that all projects in construction meet or exceed the latest code requirements for healthcare facilities (e.g. NFPA, AIA Guidelines, etc.) as enforced by the local authorities having jurisdiction Represents UPHS to other Local Authorities having jurisdiction as needed.

Financial Management – Follows accounting and financial standards of UPHS Oversees master contract development and implementation in conjunction with the Office of General Counsel for Construction Management, Design and Integrated Project Delivery. Carries out responsibilities in a manner that monitors usage of supplies and equipment to eliminate or minimize waste and/or misuse of supplies and equipment. Actively manages project costs and expenditures to meet budget targets Collaborates with entity Director of Finance and appropriate corporate Finance personnel.

Performs duties in accordance with Penn Medicine and entity values, policies, and procedures

Other duties as assigned to support the unit, department, entity, and health system organization

Education or Equivalent Experience:

Bachelor's degree in Engineering, Planning, Construction Management or Architecture. (Required)

15+ years of progressive experience in the design/management of large, highly complex healthcare or similar renovation/construction projects. (Required)

Master's degree in Engineering, Architecture, Business Administration or similar. (Preferred)

Project Manager Construction Certification. (Preferred)

Licensed Professional Engineer. (Preferred)

Registered Architect. (Preferred)

Skills/Abilities:

COMMUNICATION: Ability to express technical information clearly and simply to non-technical persons

COMMUNICATION: Ability to navigate a political landscape with internal and external stakeholders

COMMUNICATION: Ability to work effectively with a range of business, clinical, and academic leaders
