The Department of Human Services is eager is welcome a driven and innovative Program Analyst 3 to join the Bureau of Fiscal Management (BFM) within the Office of Medical Assistance Programs (OMAP). OMAP oversees the physical health component of the HealthChoices Program and the Children's Health Insurance Program (CHIP). Make a positive impact on your community and apply today!DESCRIPTION OF WORKAs a Program Analyst 3, you will be responsible for managing the data needs for OMAP, and as required, the Office of Mental Health and Substance Abuse Services (OMHSAS) and the Office of Long-Term Living (OLTL). Direction is received from the Division Director and the BFM Bureau Director. You will coordinate the work of contracted Medical Economists within general guidelines, including the determination of work priorities and goals. This work is subject to general review by the Division Director for effectiveness through conferences and examination of reports.

This professional provides actuarial data support, completes encounter data analysis and fee-for-service (FFS) claims analysis, and functions as the BFM's subject matter expert for the appropriate use of data sources and the department's Medicaid Management Information System (MMIS) system. You will also manage and oversee the extraction and analysis of the quality improvement program for acute care hospitals called Hospital Quality Incentive Program (HQIP). Full-time employment

Work hours are 7:30 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch.

Telework: You may have the opportunity to work from home (telework) full-time, with the exception of reporting to the office one day per month. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

Salary:In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITYQUALIFICATIONS

Minimum Experience and Training Requirements:

One year as a Program Analyst 2; or

Three years of analytical experience, two of which include professional experience in program evaluation and the development of program recommendations, and a bachelor's degree; or

An equivalent combination of experience and training.Other Requirements:
