THE POSITION

Are you interested in starting a new chapter in your career? The Office of Budget, General Accounting and Transportation Unit is seeking a dedicated Executive Financial Associate to join our team. This position gives you the opportunity to provide support to the unit by providing control and guidance to entities and interested stakeholders on a full-range of government financial and budgetary accounting and reporting services. Take your career to the next level with our department and unleash your potential!DESCRIPTION OF WORKAs an Executive Financial Associate (EFA), you will play an integral part of the Transportation Unit in General Accounting while serving as a contact for the Federal Highway Administration (FHWA) and Pennsylvania Department of Transportation. You will report to the Senior Accountant who oversees the unit's Federal Highway Administration grants and performs essential related duties in processing, recording, and controlling financial data for the Pennsylvania Department of Transportation. In this position, you will apply your accounting theoretical knowledge to financial transactions as well as maintain a through knowledge and understanding of federal and state agency policies and procedures affecting FHWA project closeout activities. You will be responsible for assisting with preparation of financial related statements, reconciliations, special reports, and analysis. As an EFA, you will have the opportunity to participate in the Annual Comprehensive Financial Report GAAP process by reviewing entries posted by the Bureau of Accounting and Financial Management and the Financial Reporting Division, posting necessary entries, preparing reporting packages for assigned funds, and preparing variance analysis for assigned funds. Work includes, but may not be limited to:

Assisting with the review and updating of project master data

Assisting with completion of federal-aid project closeouts (final vouchers)

Acting as backup for generating supporting documentation for and making weekly drawdowns of federal funding

Assisting with the creation, review, and posting of parked accounting adjustments

Performing file management and keeping Federal Highway Administration grant closeout and inactive project tracking tools up to date

Full-time employment.

Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with 60-minute lunch.

Telework: You may be expected to work from home (telework) full-time, with occasional in-office days when work dictates such requirements. Please keep in mind that while this is a full-time telework position, that can change at any time at the Governor's discretion. You must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

Salary:In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITYQUALIFICATIONS

Minimum Experience and Training Requirements:

Three years as an Accounting Assistant (commonwealth title) and completion of 21 college credits in accounting and an additional 3 credits in finance or accounting; or

Two years as a Fiscal Technician (commonwealth title) and completion of 21 college credits in accounting and an additional 3 credits in finance or accounting; or

A bachelor's degree including 21 credits in accounting and an additional 3 credits in finance or accounting; or

An equivalent combination of experience and training that includes 21 college credits in accounting and an additional 3 credits in finance or accounting.
