Purpose of Position:

Primarily performs a variety of skilled tasks related to the maintenance, installation and repair of electrical components and systems associated with all Airport buildings, facilities, pump distribution systems, high voltage airfield lighting systems, parking revenue, baggage systems, and backup electrical generators provided by the City of Redmond. This position may provide training and direction to other employees in electrical maintenance, repair, and safety.

This position will perform a full range of other facilities maintenance activities, (carpentry, painting, equipment operation) for the Airport.

Essential Job Functions:

Maintain and service systems, equipment and devices on all City of Redmond Airport buildings, facilities, and programmable distribution systems. Install and maintain, as needed, all electrical systems in the City Airport buildings, structures, and street, including power, lighting control, HVAC control, signaling, communication baggage system, and life safety. Service and repair motor control equipment, PLC systems, SCADA systems and other control equipment for City utilities and the Redmond Municipal Airport.

Ability to troubleshoot and diagnose problems associated with a variety of control, mechanical, and electrical systems.

Ability to use appropriate meters and testing equipment in the troubleshooting process.

Maintain consistency with specifications and the National Electrical Code.

Follow Oregon Revised Statutes and Administrative Rules in establishing and implementing a Master Permit System for work assignments, maintain accurate records and reports on completed work assignments.

Coordinates to create and follow a preventative maintenance schedule for all Airport electrical systems, programmable logic control systems and components, including facility/street lighting, HVAC, soft starts, Variable Frequency Drives and onsite emergency standby generation equipment, pump controls for water/wastewater systems, parking revenue, baggage system, irrigation control systems and airfield lighting.

Orders and maintains adequate inventory of materials and equipment required to perform the duties of the position. Keeps equipment in proper working condition.

Reads blueprints, schematics, and maps, reads, and understands plans, orders other documents as required. Assists in the development of new plans and specifications and interprets plans and specifications already determined.

Assists Division Managers with establishing and carrying out training and safety programs related to electrical control systems and electricity in general.

Ability to perform mechanical work and repairs on equipment.

Operate in a competent, safe manner a wide variety of vehicles and equipment required to perform duties in assigned area.

Performs general maintenance on Airport buildings, facilities, and vehicles, including safety, and operational checks. Cleans interior and exterior of vehicles on a regular basis.

Operates a motor vehicle regularly to attend meetings, trainings, inspections, and other situations when necessary.

Assists other Airport Divisions with tasks such as, lawn care, water meter reading, flag replacement, park irrigation, and snow removal. Also assists Airport Facilities Division with construction, carpentry, remodeling, roofing, and woodworking tasks such as the construction of buildings, facilities, fences, furniture, signs, and cabinets.

Performs other duties as assigned.

Qualifications

Job Qualification Requirements:

Mandatory Requirements:

High school diploma, or equivalent, plus six (6) years of verifiable work experience as a licensed Journeymen with training which has provided specific knowledge to perform in the position assigned or any equivalent combination of experience and training which demonstrates the ability to perform the above-described duties.

Considerable knowledge of the principles and practices of electrical repair, maintenance, installation, and design; a basic understanding of computer systems and programmable logic control systems and the ability to analyze and make sound decisions on repair of these systems.

Must be able to work independently and cooperatively. Must be able to follow detailed written and oral instructions.

Must be able to pass a Transportation Security Administration criminal history background check.

Special Requirements/Licenses:

Possession of, or must obtain, a valid Oregon driver’s license within thirty (30) days from date of hire. Must have a safe driving record.

Possession of a valid State of Oregon General Journeyman Plant Electrician License

Possession of, or ability to obtain within six months of hire, basic First Aid and CPR certification.

Desirable Requirements:

For desirable requirements to be considered, one must have met the minimum requirements noted above:

Class 3 Building Service Mechanic License

Four (4) years verifiable work experience with centrifugal/screw type chillers

Four (4) years verifiable work experience with Building Automation Systems (Metasys, Niagara, Siemens, Tallon, Reliable)

EPA Refrigerant license

Twelve (12) months verifiable work experience with a municipality or airport.

Personal Protective Equipment:

PPE requirements as outlined in the position specific PPE Hazard Assessment Certification.

Work Environment

Supervision Received:

This employee may be assigned to any division within Public Works and is expected to perform duties independently or as part of a work crew often without direct supervision after assignment of duties. The employee generally works under the direct supervision of the Airport Facilities Manager and/or the Airport Facilities Supervisor, and the City Supervising Electrician. Work performed under the City Supervising Electrician will be on an as-needed basis for specific tasks requiring supervision by a Supervising Electrician.

Supervisory Responsibilities:

This position is not a supervisory position. Employee may assist in direction, guidance, or training in operational procedures to other employees.

Telephone, mobile radio, hand tools, power tools, electrical generators; facility/street lighting; HVAC, Soft starts; Variable Frequency Drives and onsite emergency standby generation equipment; pump controls for water/wastewater systems; irrigation control systems and airfield lighting; blueprints and maps; and meters, scopes and testing equipment used in the troubleshooting process. This position requires the use of City vehicles, pickup/utility truck, scissor lift and bucket truck Operates a variety of construction tools and equipment.

While performing the duties of this job, the employee occasionally works near moving mechanical parts, in high and precarious places and is frequently exposed to outside weather conditions, fumes or airborne particles, toxic or caustic chemicals, and vibration. The employee is occasionally exposed to risk of electrical shock.

The noise level in the field environment is usually moderate, except during certain maintenance duties when noise levels may be loud.

Employees in this position are required to work in areas or around equipment which may meet or exceed the OSHA Hearing Conservation sound level. Employees in this position will participate in the City of Redmond Hearing Conservation Program
