This position is located in Cleveland, OH.This position is being recruited to support the efforts of Chugach Battelle Applied Science joint venture and is contingent upon contract funding.The Subcontract Manager organizes, directs and coordinates planning and production of task order support activities. This position collaborates with management teams to manage effective sub-contract support activities and maintain primary client interface at the task order level.Responsibilities

Understands and enforces corporate procurement policies and procedures.

Provide guidance on procurement related matters to project personnel, the Proposal Development group and other buyers assigned to the project.

Communicate status of current activities to appropriate personnel, including procedural questions, problems encountered, estimated time for completion, etc. Prepares reports for management.

Monitor/evaluate subcontract/supplier performance and compliance with the agreement provisions.

Review invoices and certified payrolls. Resolve discrepancies.

Review subcontractor insurance certificates for compliance with subcontract terms.

Develops and maintains Approved Supplier/Subcontractor Lists.

Determines type of agreement and method of award.

Prepares and issues request for bids or offers.

Reviews purchase requisitions for accuracy and completeness.

Ensures appropriate FAR/DFAR clauses are included.

Participates in the development of specifications and standards.

Negotiates with suppliers/subcontractors.

Evaluates proposed prices and terms from suppliers/subcontractors.

Conducts price/cost analysis.

Coordinates a technical analysis when required.

Coordinates legal review when required.

Prepares Source Selection documentation.

Prepares purchase orders, subcontracts and other acquisition documents.

Prepares documents to support the award.

Administers subcontracts/purchase orders through close out.

Negotiates change orders.

Prepares modification packages.

Negotiates and prepares terminations.

Maintains subcontract and purchase order files.

Other duties as assigned.

Compliance with company Standard Operating Procedures and Personnel policies and procedures.

Embraces and contributes to the parent company’s safety culture.

Having the ability to work well under pressure.

Key Qualifications

Bachelor of Science or technical, vocational or trade school graduate OR High School Diploma plus ten (10) years of equivalent work experience can be substituted for a degree.

Four-year college degree in a business/legal discipline plus three (3) years of specialized government purchasing experience. (The four-year college degree may be substituted with a High School Diploma or equivalent; plus, six (6) years of specialized government purchasing experience.

Working knowledge of FAR/DFARS contracting policies and procedures.

Proficiency and experience with federal government procurement specifications and standards.

Prior working knowledge of construction and/or service agreements

Ability to acquire and maintain government identification/common access card.

Ability to deal with a variety of people in a professional, courteous manner in diversified situations.

Valid state Driver’s License with acceptable driving record pertinent to the position.

Ability to successfully pass any background checks and/or drug testing required on the contract.

Ability to obtain access to U.S. Government Installations through the Defense Biometric Identification System (DBIDS).

Eligibility and willingness to obtain and maintain a Security Clearance.

Must be a US Citizen.

Preferred Qualifications

Advanced degree in a business/legal discipline plus ten (10) years of specialized government purchasing experience.

Experience procuring EEE parts and one-of-a-kind components and systems

Working Conditions

Work is performed indoors.

Subject to hazards that may cause personal bodily harm, diseases, cuts, bruises, burns, dust odors, and elevated noise levels.

Tasks may be performed in uneven, inclined, hard, and soft-carpeted surfaces/floors, cement structures and surfaces.

Physical Requirements

Ability to use tools, equipment, chemicals, etc. to perform essential functions of the job.

Ability to use standard office equipment /tools required for the position (computer, phone, copy machine, hand-held radio, etc.).

While performing duties of this job, the employee is occasionally required to stand and/or walk for long periods at a time, sit, use of hands and fingers, handle, or feel objects, tools or controls, reach with hands and arms, climb stairs, climb ladders, balance, stoop, kneel, crouch or crawl, talk or hear, or smell.

The employee may occasionally lift and/or move up to 50 pounds and follow safe lifting procedures.

Specific vision abilities required by the job include close vision.

May be required to enter confined spaces.
