Job DescriptionThe NYC Department of Buildings (DOB) is responsible for ensuring the safe and lawful use of buildings and properties by enforcing the NYC Construction Codes, Energy Code and Zoning Resolution. We facilitate compliant development with integrity, efficiency, and professionalism. We are committed to becoming the premier municipal building organization, dedicated to enhancing the quality of life for all New Yorkers and making our city safer. The Borough Enforcement Unit (BEU) is a legal code enforcement unit that prepares all criminal court cases and access warrant applications for the New York City Department of Buildings. BEU also liaises with the New York City Law Department on civil litigation and provides legal guidance to Agency personnel. The successful candidate would work under general supervision of the BEU Director, while also exercising considerable independent initiative and judgment in collaboration with other members of the Unit.Duties include but are not limited to:

Assemble case files and discovery materials for court and defendants. File summonses, leadings, and other documents with the Court as needed. Ensure delivery of discovery materials and other documents to the NYC Law Department.

Work collaboratively with Unit attorneys to gather discovery materials and evidence needed to proceed in criminal court under the new requirements of the automatic discovery law. Identify

and communicate with witnesses and other custodians within the Agency to gather all relevant materials.

Perform data entry and help maintain the criminal court database and files. Track discovery production. Review court calendars to ensure timely production of discovery material.

Liaise with process server and manage the process server contract budget and payments.

Maintain all files and databases related to the Access Warrant Program.

Work with Agency Inspectors to properly prepare Access Warrant applications.

Assist BEU attorneys in training Agency Inspectors on access warrant procedure and other Agency policies and enforcement procedures.

Liaise with NYC Law Department support staff as needed for the Access Warrant program, discovery production, and other projects as needed.

Assist the public and other Agency Units on matters within BEU’s purview.

Perform other related duties as needed.

In order to be considered for this position, you must meet the following qualification requirements:

A baccalaureate degree from an accredited college or university and either (a) one year of full-time satisfactory experience, acquired in the United States, in the performance of paralegal (legal assistant) services, or (b) Paralegal Certification obtained in the United States from an accredited program or from a program approved by the American Bar Association; or

A baccalaureate degree from an accredited college or university, including or supplemented by a combination of 12 semester credits in U.S. history, U.S. political science, U.S. law, U.S. paralegal studies, U.S. criminal justice, U.S. urban studies, international relations and/or U.S. legal studies; or

An associate degree or completion of 60 semester credits from an accredited college or university and three years of full-time experience, acquired in the United States, in the performance of paralegal (legal assistant) services; or

A four-year high school diploma or its educational equivalent and five years of full-time satisfactory experience, acquired in the United States, in the performance of paralegal (legal assistant) services.

A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA); or

An associate degree or completion of 60 semester credits from an accredited college, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) and two years of full-time satisfactory experience, acquired in the United States, in the performance of paralegal (legal assistant) services; or

A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization and four years of full-time satisfactory experience, acquired in the United States, in the performance of paralegal (legal assistant) services; or

A satisfactory combination of education and/or experience which is equivalent to “1”, “2” or “3” above. Paralegal Certification obtained in the United States from an accredited program or from a program approved by the American Bar Association can be substituted for 12 months of experience. Undergraduate credit can be substituted for experience on the basis of 30 semester credits from an accredited college for 12 months of experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization.

To be acceptable, experience in paralegal (legal assistant) services must have involved the American Legal System. Experience which is primarily legal secretarial or includes only incidental paralegal (legal assistant) services is not acceptable.
