Position Objective: Forecast supply and demand of workforce to determine optimal utilization of T&E employees. Deploy workforce to meet business needs and develop programs that control workforce costs. Responsibilities:

Maintain adequate train and engine staffing to cover regularly scheduled assignments, planned/unplanned absences, increases/decreases in Capital Flag work, and changes to assignments for special/holiday schedules. Coordinate weekly advertisement/bids and awards process, and the establishment of Extra Lists to cover planned absences.

Assist in the execution of schedule loads (including schedules for crew book changes, Holiday and Special Schedules, Service Changes , and other ad hoc schedule changes). Identify and correct all discrepancies and inconsistencies between feeds from several departments to ensure schedule loads are accurate. Review and process weekly Conductor Certification claims submitted by ACRE 1.

Coordinate scheduling and implementation of special schedules (e.g., Holidays, Yankee Stadium Events) which includes but is not limited to reviewing, analyzing, approving schedule changes , and ensuring all relevant data is appropriately input into CMS. Assist in the review, analysis, and approval of relevant employee claims.

Organize required Capital work schedules/assignments for crew book (twice per year) by coordinating with Capital Operations Managers and Line Superintendents.

Develop and implement regular reporting on labor costs, vacated train assignments, guarantee and relief days.

Respond to service disruptions to support field operations by coordinating T&E crews for ad hoc schedules based on qualifications, and hours of service. Assist in the support and implementation of emergency service plans.

Other duties as assigned in support of corporate/departmental goals.

Required Knowledge/Skills/Abilities:

Knowledge of (or must gain within 6 months of hire), ACRE 1&9 Collective Bargaining Agreements, MNR Operating Rules and Physical Characteristics, and Federal Rules regarding the operation of trains and equipment and Passenger Hours of Service .

Knowledge of (or must gain within 6 months of hire), Transportation Line Operations, equipment programs, Mechanical, Engineering , and Station functions.

Strong leadership skills with the ability to organize and direct the activities of both subordinates and others.

Strong planning, time management , and organizational skills.

Must possess quantitative and analytical skills to effectively determine and resolve service delivery problem s.

Strong verbal and written communication skills to effectively communicate with all levels in the organization and outside agencies.

Knowledge (or must gain within 6 months of hire), of Microsoft Office, Crew Management System (CMS), TMIS, and train tracking.

Must be flexible to work some late evenings, and weekends, and to be on-call seven days a week when required.

Required Education and Experience:

Associate degree in Transportation, Business, Engineering, Public Administration, or related field. Demonstrated equivalent experience, education and/or technical credentials to include an additional two (2) years of related experience may be considered in place of a degree.

Minimum of three (3) years of progressively complex experience in crew scheduling, crew planning, service planning, employee availability, absence management, transportation operations, project management , or directly related experience in a Transportation environment.

Minimum of two (2) years of experience managing staff, projects, and/or processes.

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
