Job DescriptionThe New York City Housing Authority (NYCHA) is the largest public housing authority in North America. NYCHA is home to approximately 3.9% of New York Citys population: it provides housing for more than 339,900 low-income New Yorkers through its public housing and Section 8 leased housing programs. NYCHA is comprised of 277 developments across the five boroughs of NYC, consisting of approximately 160,000 apartments in 2,106 buildings. NYCHA’s Emergency Management and Services Department (EMSD) is charged with responding to all emergencies and hazards impacting essential services and day-to-day operations, to include large-scaled disasters. EMSD accomplishes this responsibility with a strategic network of public and private partners to ensure the protection of NYCHAs infrastructure and the preparedness of its stakeholders, both internal and external. EMSD was formed in April of 2022 with the merging of NYCHA’s Office of Emergency Management and Emergency Services Department. EMSD is seeking to hire an Emergency Management Planning Coordinator reporting to the Administrator and/or Deputy Director of the Emergency Management and Services Department’s Preparedness Unit. Daily responsibilities as an emergency management planning coordinator include but are not limited to the following:

Maintenance of the Comprehensive Emergency Management Plan to include the hazard specific, functional and support annexes, job aides, etc.

Create and maintain templates, protocols, procedures and/or plans identified for NYCHA’s preparedness, response, and management of emergency incidents.

Create Situational Awareness reports, Incident Action Plans, After Action reports and Improvement plans for emergency activations.

Assist with the maintenance of the Continuity of Operations (COOP) plan.

Coordinate and consolidate required information from valid emergency management sources and from NYCHA departments that have an identified role and responsibility in the response to emergency incidents to assist with the creation and maintenance of emergency plans.

Work with the EMSD Training and Exercise Coordinator to ensure all required NYCHA personnel are trained on the CEMP (to include its annexes) and exercised regularly.

Assist with the creation and maintenance of the Test, Training and Exercise Plan.

Additional assigned duties as an emergency management coordinator may include the following:

Draft project-related documents including schedules, project plans, presentations, meeting agenda, minutes, status reports, administrative duties, monitor and track emergency messages and notifications, etc.

Work cooperatively with other departments, city agencies, elected officials, and residents of NYCHA.

Utilize GIS technology to analyze hazards and perform risk assessments

Support emergency management functions such as resident preparedness, public information and program administration.

Assist with inter-department and interagency planning for large-scaled incidents and events and the documentation and evaluation of the handling of major emergencies.

Fulfill duties and assignments in support of a NYCHA Emergency Operations Center (EOC) activation.

Support emergency response efforts coordinated by EMSD.

Note: Responsibilities may vary depending on the current need of the department.Qualifications

A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or

High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or

Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
