Job DescriptionJob DescriptionThe Kings County District Attorney’s Office (KCDA) is one of the largest prosecutor’s offices in the country. It is committed to developing and implementing innovative prosecutorial strategies that will fulfill our vision of keeping Brooklyn safe while at the same time ensuring fairness and justice for all.The Fiscal and Budget Planning Bureau is responsible for managing all financial and procurement operations for the agency including the, oversight, monitoring, and strategic planning of the agency’s $135 million budget (FY24) inclusive of State and Federal resources. This budget supports a staff of more than 1,100 employees, critical agency resources, and community partnerships. The Bureau consists primarily of 34 collaborative units including the Budget & Grants Analysis, Procurement, and Fiscal Units.The Budget & Grants Analysis Unit is responsible for managing the agency’s operating budget and is the main point of contact between the agency and the Mayor’s Office of Management and Budget. The unit works closely with other agencies and stakeholders to provide support and guidance. In addition, the unit is responsible for managing the agency’s grant portfolio.Under the direction of the Deputy/Chief Fiscal Officer with latitude for independent decision making the Deputy Director of Budget and Grants Analysis will have oversight and management responsibilities in the following areas:Budget Management, Planning and AnalysisIdentify emerging financial, operational, and policy issues and advise the Deputy/Chief Fiscal Officer of cost effective resolutions. Develop the evaluation of agency budget conditions and make recommendations using statistical and cost-benefit analyses, organizational reviews, and field surveys.Oversee the development of multi-year financial planning, forecasting, and modeling. Review staff's tracking and analyzing of financial performance measures to monitor overall agency financial performance and that of individual units and/or aspects of agency operations and recommend corrective actions as appropriate.Monitor the budget impact of agency personnel actions. Oversee the budget approval of agency hiring actions.Develop analyses showing the feasibility of requested and needed agency actions to ensure the achievement of goals while ensuring agency fiscal health.Work closely with the city's Office of Management of Budget (OMB) on all technical budget exercises.Under the guidance of the Deputy/Chief Fiscal Officer, develop agency funding requests for OMB, ensuring timeliness, completeness, and justifiability.Identify agency Capital project needs, complete cost analysis on projects, and submit requests for funding to the OMB.Grant Administration and StrategyImplement, and evaluate a comprehensive grant-seeking effort based on agency goals, opportunities, and priorities.Monitor key sources of grant funding opportunities and develop collaborative relationships with internal and external stakeholders.Oversee the creation of agreements with grant service providers, ensuring they are technically correct and support the goals of the programs. Negotiate required terms of grants. Manage the review of grant-funded contractor/vendor requests for payments and ensure proper and timely payment.Oversee the unit's grant administration activities, including the timely preparation of performance and fiscal reports; submission of grant proposal submissions; and management of post-award activities and closeout. Collaborate with key office personnel to identify potential grant opportunities. Work with grant management staff to answer program manager inquiries and provide guidance on program issues.Create and implement the agency's grants policies and procedures manuals. Ensure compliance and ensure training of program staff on new policies. Regularly review policies to ensure continued relevance.Work with grantors, contractors, and other City oversights to provide information and materials in response to site visits, audits, and general inquiries. Notify the Deputy/Chief Fiscal Officer of problems as they arise and recommend solutions.Review work processes and continue to identify ways to better support administrative grant processes, eliminate duplication, and ensure compliance with grantor guidelines.Ensure funds for personnel and non-personnel activities are expended according to the sponsoring organization's stipulations.Oversee grants revenue recognition activities. Review Financial Management System (FMS) expense and revenue budgets to ensure proper reflection of grant expenditures, unbilled and billed revenue expectations, cash collections, and the recognition of incoming grant funds in the revenue budget.Work with the internal and external stakeholders on year-end exercises and continue clean-up of old revenue receivables.Perform all duties and special projects, as assigned, in a thorough, professional, and honest manner.AdministrationTrain staff members on methods and techniques to improve analyses, including the use of personal computer hardware and software. Identify skills and weaknesses and develop plans of action to promote growth and enable achievement of workplace goals.Organize assignments and workflow in a manner that facilitates smooth and supportive relationships between staff and agencies.Monitor the performance of staff and initiate corrective action where needed.Maintaining knowledge of City, State, and Federal rules and regulations that govern the grant, financial, operating, and accounting activities of the office.Maintain a working knowledge of the criminal justice system, its issues and trends, and laws governing its practice in the City of New York and Kings County.Provide verbal and/or written responses to requests for information by other Departments, executive staff, other City agencies, and the Mayor's Office of Criminal Justice, and City, Federal, and State auditors/monitors.Additional InformationThe successful candidate must possess the ability to plan, implement, and evaluate a comprehensive grant-seeking effort based on agency goals, opportunities, and priorities. In addition, the candidate must demonstrate significant experience in budget analysis and strategic fiscal planning for government or not-for-profit organizations. The individual must also have:

Master’s degree from an accredited college in economics, finance, accounting, business or public administration, management science, operations research, statistics, or a closely related field plus one four year of satisfactory, full-time professional experience in a related field; or

A baccalaureate degree from an accredited college and six years of satisfactory, full-time professional experience working in one or a combination of the following areas: working with grants and budgets of a large public or private concern in grant and budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation economic planning, or fiscal management; or in a related area.

Preferred SkillsExcellent computer skills including expertise and familiarity Crystal Reports and advanced knowledge of Microsoft Excel, Word, Access, Outlook, and PowerPoint applications. Strong verbal and written communication skills. Excellent working knowledge of New York City, State and Federal budget policies, procedures and systems.Qualifications. Master’s degree from an accredited college in economics, finance, accounting, business or public administration, management science, operations research, statistics, or a closely related field plus one four years of satisfactory, full-time professional experience working in one or a combination of the following areas: working with grants and budgets of a large public or private concern in grant and budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation economic planning, or fiscal management; or in a related area in a related field; or

A baccalaureate degree from an accredited college and six years of satisfactory, full-time professional experience working in one or a combination of the related fields noted in item 1 above.
