Job DescriptionThe Deputy Director of Asphalt Operations will report directly to the Director of Asphalt Operations. The candidate will support all aspects of both asphalt productions and acquisitions for Roadways Repair and Maintenance (RRM). RRM has two asphalt production plants at Hamilton Avenue in Brooklyn and Harper Street in Corona, Queens. Hamilton produces material over two shifts: day and night. Harper St. produces asphalt during the day shift only. The replacement of the existing Harper St. asphalt plant is scheduled to begin later in 2024. The Deputy Director will play a key role in all aspects of the demolition of the existing Harper St. plant production equipment along with the delivery and construction of the new plant, equipment, and laboratory facilities. The Deputy Director will assist in the management of operational impacts of plant closure, rebuilding, and interim period. For RRM’s asphalt acquisition activities, the Deputy Director will assist the Director in overseeing the scheduling and quality control of material purchased from the five private vendors contracted by RRM. DOT - RRM employees stationed at the vendor asphalt plants that are responsible for overseeing the material ordered and collecting associated paperwork will report directly to the Deputy Director. In addition, the Environmental coordinators for both plants will report directly to the Deputy Director, along with the Hamilton Plant Clerical Associate. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
