Please note that this position has been designated as a Policy Maker pursuant to the New York State Public Officers Law & the MTA Code of Ethics. As such, you will be required to complete a Financial Disclosure Statement that will be provided to you by the New York State Joint Commission on Public Ethics. Summary This position is accountable for the management, planning and implementation of program and project directives critical in meeting the Maintenance of Equipment Department goals / objectives. Responsibilities Responsibilities may include but are not limited to:

Direct the development, coordination, and communication of MofE Projects as a whole to satisfy departmental objectives of scope, quality, budget/cost and schedule.

Manage and provide critical project information to all involved parties. Hold regular meetings with executives, line management, and staff in Shops, Procurement & Logistics, Equipment Engineering, Quality Assurance, Operations Support & Analysis, etc. to resolve all project constraints in a timely manner.

Plan and manage critical / high profile MofE projects to successful completion. Includes development of the project plan, coordination of information and resources, institute remedial action, and control scope, schedule, quality and budget.

Direct, manage, and evaluate work activities of subordinate managers through: providing interdepartmental coordination / technical / managerial/project management support; review of documentation, and management reports.

Provide support for the development, implementation, and continuous improvement of standard management processes to support the efficient use of LIRR related resources.

Select, develop and motivate staff. Ensure an environment that allows individuals to work to their full potential. Conduct performance evaluations, hiring and termination of staff as necessary Ensure corporate safety policies and procedures are adhered to at all times.

Qualifications

Bachelor of Science Degree in Engineering (preferably mechanical or electrical) and a minimum of 10 years progressively responsible project related management experience including design, engineering administration, project engineering, and engineering management or demonstrated equivalent. Subject to approval.

Must possess a minimum of 3+ years' experience managing a staff.

Business/process analytical techniques, procedure development/process improvement, and excellent communications skills are required.

Must possess demonstrated ability to work effectively as part of a management team and deal with several managerial levels including exterior consultants.

Must be highly organized and procedure oriented. Ability to develop effective working relationships and directly and indirectly manage personnel in a variety of positions, i.e. shop, executive management and peer personnel.

Must possess sound judgement, analytical, problem solving, decision-making, and organization skills.

Must possess a strong working knowledge of PC applications, including PM software, and the knowledge to apply systems for process improvement.

PREFERRED/DESIRABLE SKILLS/QUALIFICATIONS :

Additional or advanced degree in an engineering or management discipline.

Knowledge of MTA organization.

Detailed knowledge of LIRR rolling stock, operations, facilities, rules, policies and practices.

Detailed understanding of roles and responsibilities within LIRR MofE management structure.

Detailed knowledge of LIRR Rolling Stock and facilities.

Detailed knowledge of LIRR labor agreements
