This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire. As such, you will be required to complete a Financial Disclosure Statement that will be provided to you by the New York State Joint Commission on Public Ethics. Summary: This position is responsible for managing the development and implementation of a rigorous data and trend analysis system for monitoring and reporting existing and new fleet overhaul, modification, Periodic Inspection, and repair performance. It is responsible for providing mission critical reports on LIRR fleet performance, identifying system weaknesses and other risks to effective train operations. The position is responsible for the streamlining, reconciliation, and seamless coordination of various complex data sources, diagnostics systems, data management systems and computerized maintenance management system (CMMS). The incumbent is responsible for administration of Quality Assurance Program, Quality Assurance Procedures, guidelines, and manuals for use by Quality Assurance Department and Shop Personnel. This position is also responsible for supporting the development, implementation, and administration of an effective Enterprise Asset Management program by collaborating with other sections of the M of E department. The position also supports Failure Reporting, Analysis and Corrective Action System (FRACAS) activities for the New Fleet acquisitions and PTC (Positive Train Control) initiatives. The position will be interacting with Metro North, New York City Transit and the MTA regarding common FRACAS activities such as M9 fleet acquisition, PTC, Onboard cameras, etc. In addition, this position will interact with the MTA Inspector General, MTA Audit Services and other auditing entities when necessary.) Responsibilities: Responsibilities may include but are not limited to:

Manage the analysis and reporting of data and trends derived from data based in Maximo or other applicable CMMS program, Periodic Inspections, Wayside Monitoring and Diagnostics System (WMDS), dynamic car testing in field, and data collected from the shops, QA audits and QC inspections. Manage and oversee data collection and dissemination of performance statistics on daily, weekly, monthly, and annual basis. Act as an initial change agent within the M of E Department relating to improved practices and procedures.

Support various Failure Reporting Analysis and Corrective Action System (FRACAS) activities for the New M9 Fleet acquisitions and PTC (Positive Train Control) initiatives. Participate in the development, implementation, and administration of an effective Enterprise Asset Management program by collaborating with other sections of the M of E department.

Perform as a key contributor and member of the interdepartmental teams and task forces like Performance Improvement Team (PIT) for diesel & electric fleets, Failure Review Board (FRB), Warranty Management team, MTA Performance Management Framework (PMF) corporate team, and International Benchmarking Group.

Manage the development of documented QA Program, QA Procedures, QA checklists, maintenance manuals, review of bid documents, and development and maintenance of a document control system.

Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.

Qualifications:

Bachelors Degree in Statistics/Mathematics, Information Technology, Physics, Engineering or technically related field. Minimum 10 years of progressively increased managerial responsibility in statistical and analytical methodologies on equipment operations management or equivalent experience in quality assurance in a railroad environment.

Knowledge of train operations and passenger operating rules, coupled with technical understanding of MU and diesel-hauled car operations gained through working within a railroad operating environment is preferred.

Must have extensive knowledge and experience in database management systems like Oracle Data Warehouse and MS Access, SQL, and computer skills, including Microsoft Office Suite with advanced proficiency in Excel, PowerPoint, and Word.

Must possess strong analytical and problem-solving skills with the ability to identify problems, use logic to address issues, and recommend solutions.

Must possess superior ability to pay attention to details and be thorough and timely in completing work tasks.

Must have extensive knowledge of theoretical and practical applications of Quality Systems and Standards, including techniques of Quality Assurance, ISO 9000, AAR, FRA, and ANSI/ASQC standards, Statistical Process Control, and document development and control methodologies.

Strong data analytics experience including ability to identify relevant business metrics, apply models to analyze metrics, quantify effectiveness of the models used, and research alternative business intelligence programs/solutions as required.

Must have broad knowledge of rail operations, sensitivity to customer needs, and sensitivity to potential impacts of trend analysis reporting on political/public perceptions.

Must have expertise in developing and controlling document distribution systems for procedures, policies, technical documents, specifications, and guidelines.

Must exhibit a high degree of professionalism, integrity, leadership, interpersonal judgment, analytical skills, strong computer skills, facilitation, written and oral communication skills as well as presentation skills preferred.

Must be a competent, mature leader who will develop the capacities of staff, develop positive working relationships with other departments and peers.

PREFERRED/DESIRABLE SKILLS/QUALIFICATIONS :

Certifications in a quality assurance and statistics.

Additional or advanced degree.

Detailed knowledge of LIRR MofE labor agreements.

Detailed understanding of and experience with MofE policies, practices and budgeting cost-centers.

Detailed understanding of roles and responsibilities of LIRR MofE management positions.

Direct experience with software programs used within MofE (Kronos, People Soft, Maximo, LIMS, etc).
