SUMMARY:

The Director of Capital Planning is responsible for directing efforts to identify, develop, and conceptualize capital projects and programs for NJ TRANSIT’s portfolio of capital investments. The Director maintains awareness of the delivery and progression of projects and programs that are part of the capital plan and manages existing and future project needs for further iterations of the capital plan.

Additionally, the Director is involved in the development of various major policy and planning documents for capital programs, including the development and maintenance of sustainability and capital plans.

Leads infrastructure and facilities planning and other activities ranging from early studies and planning assessments to concept development and master planning and is expected to be available as a planning technical expert in major projects and programs.

ROLES & RESPONSIBILITIES :

Directs efforts related to intaking, documenting, and reporting needs from Rail operations, Surface operations, and other departments to plan and develop capital projects and capital programs.

Is responsible for directing the planning activities necessary for the maintenance, update, and renewal of the published Unconstrained Five-Year Capital Plan document, the Sustainability Plan, and other Capital Policy/Strategy Reports and Documents as requested by Capital and senior leadership.

Responsible for the systemwide planning of future infrastructure and facility investments.

Coordinates the project identification and development process for Capital Programs including the development of scope of work, estimate, business case, and schedule for capital investments.

Manages the coordination of Fleet Planning and Operations groups to ensure that facilities, infrastructure, and other capital improvement are appropriately planned to accommodate service, ridership, and fleet needs.

Coordinates enterprise-wide development of planning material and project development for prioritizing grant opportunities and submitting grant applications.

Coordinates with Strategic Planning and Surface/Rail Service Planning Groups initiatives to evaluate future ridership growth and needs are accommodated in planned capital projects.

Reviews and supports the development of capital funding related documents, meetings, and other capital investment activities with state and federal partners (including MPOs).

Directs research and planning efforts to further the planning and development of capital projects and programs including but not limited to transit expansion planning, resiliency, transitioning fleets to zero emissions, developing master plans for transit facilities, corridor planning, and performing system-wide analysis to develop infrastructure master plans.

Responsibilities include managing the administration and delivery for critical Capital Programs initiatives, projects, programs, and the development of budgets for staff, projects, initiatives, and other activities.

This position supervises: Manager of Sustainability Programs & Projects; Transportation Planner; Assistant Director of Capital Planning; Assistant Director of Economic Development Program Planning

EDUCATION, EXPERIENCE & QUALIFICATIONS :

Bachelors’ degree in Engineering, Planning, or related field from an accredited university and 10 years of progressively responsible experience in the planning, design, or construction of transportation projects or related infrastructure.

At least four (4) years of experience managing consultant teams and/or direct reports in fields related to transit, transportation, engineering, and planning.

A Masters’ Degree in Planning, Public Policy and/or Engineering, is preferred and can substitute for two (2) years of experience.

PHD experience in Engineering, Planning or Public Policy or related field can substitute for career experience.
