OverviewGovCIO is looking for a Ruby API and React JS developer to join our Veterans Affairs modernization team. You will be joining a team partnering with the Department of Veterans Affairs (VA) to help Veterans and their families avoid, manage, and resolve VA debts. Thisimportant work will be instrumental to ensuring that Veterans and their families resolve debts quickly and easily, while avoiding unnecessary fees and penalties. By delivering new features and enhancements informed by user feedback and research, our team will improve the digital experience for managing VA debt, while treating each Veteran with dignity and respect.The Fullstack Engineer (strength in backend engineering) will write components and service APIs using Ruby on Rails, JavaScript, React, and SQL; leveraging software development principles and best practices. They will be working within a standards-focused ecosystem. We want you to apply your experience building APIs, front-end React pages, and working back-end integrations with downstream systems to create solutions for our nation's veterans.This position is fully remote.ResponsibilitiesCreate light-weight Ruby back-end services on a modern stack
Working with your full-stack team including customer-focused researchers, designers, front-end engineers, DevOps engineers, and other back-end engineers.
Experience in requirements decomposition from larger tasks/capability and working with stakeholders and SMEs.
Use Ruby to build scalable back-end services and APIs that gracefully integrate with legacy systems and modern front-end frameworks.
Use unit and integration testing to ensure systems meet business needs.
Ship software that impacts the lives of millions of American Veterans and their families
QualificationsRequired Skills and Experience:
Bachelor’s Degree with 8+ years of experience (or commensurate experience)
3+ years of Ruby experience or evidence in GitHub of solid Ruby skills.
Demonstrated experience with Ruby on Rails, Javascript/React, SQL, API testing with Postman/curl.
Full-stack development with React JS or other front-end JavaScript frameworks.
Experience in an agile environment like Scrum or SAFe.
Good understanding of JavaScript and JSON.
Experience with GitHub or other Git-based version control systems
Experience developing in a cloud environment, AWS or equivalent.
Must be able to design and discuss strategies for application architecture, design patterns, web applications and API integrations.
Must be a U.S. Citizen or Green Card holder.
Preferred Skills and Experience:
Experience with Sidekiq or other job manager such as resque/active job.
Experience using AWS Monitoring tools, including Sentry/Datadog
Experience with PostgresDB and Redis.
Experience with continuous integration/deployment systems, Jenkins or Github Actions.
Previously contributed to open source projects.
Experience working in or with government agencies, especially VA.
Experience with Amazon Web Services, in particular EC2, S3, and RDS.
