Project Manager (FAC-C/DAWIA)Springfield, VA 22150Security Clearance Requirement:TS/SCI CI PolyLocation Note:On-Site Support RequiredPosition Description: E-volve Technology Systems is hiring a Project Manager with Contract Close Out expertise to work in support of an Intelligence Community program. Qualified candidates will have expertise providing technical and management support regarding contract closeouts for a federal customer. Federal Acquisition Certification in Contracting (FAC-C) (Professional)is required for consideration. This position is contingent upon government funding and approval to hire. Anticipated start date in late summer 2024. Duties and Responsibilities may include:Disclaimer: The responsibilities as advertised represent duties generally associated with a project management role supporting a federal contracts program environment. A more detailed description of this position will be provided during the interview process.Provide project management support forthe preparation, generation, and performance of all contract closeout actions, documentation, and data entry into the customer's contract writing system including such activities as:

Support processing, coordination, and preparation of contract modifications for closeouts, payments, vouchers, and invoices for Government Contracting Officer (CO) signature.

Support all required activities to track, monitor, transport and store the contract closeout files from the Government until final shipment and disposition of the contract files.

Ensure all compliance requirements are met for contract closeouts with Unliquidated Obligations (ULO’s) includingrecovering usable funds.

Utilize the Ready to Close Listingprovided by the Government (COR) to track status of the contracts ready to close.

Update Ready to Close Listing per customer's reporting timeline and requirements.

Ensure that total funds obligated match total payments made and support all required coordination with FM and payment office for final reconciliation of funds.

Prepare novations as required for contract closeouts.

Verify payment status for contractors.

Support preliminary contract reviews to address discrepancies and conduct necessary research of documentation sources to reconcile issues that may prevent the completion of reconciliation.

Prepare and process contract closing files and prepare closed files for archiving.

Support Dormant Account Review Quarterly (DAR-Q) actions

Validate information from the customer’s Financial Management (FM). Directorate for current/completed contracts.

Prepare and process modifications to de-obligate excess funds, as appropriate.

Ensure compliance to all contracts standards and promote best practicesfor all activities related to the various phases of closeout files.

Education and qualifications:

U.S. citizenship

Current TS/SCI security clearance

Current CI polygraph or ability to obtain CI polygraph

Bachelor's degree in a Business Administration such as Accounting, Management, Finance, Marketing, or business-related discipline.

Certification for DAWIA or Federal Acquisition Certification in Contracting (FAC-C) (Professional)

7+ years of related experience as a federal government contracts professional

Expertise in contract closeout activities and requirements

Effective written and verbal communication skills

Excellent customer service skills and interest in working in a fast-paced environment

Availability to support on-site schedule in Springfield

Availability to support a contingent start date August/September 2024 target
