Join the talented, engaged and inclusive workforce dedicated to creating a better Minnesota.This position will serve as the principal liaison and point of contact between OHE and the Eleven Federally Recognized American Indian Tribes within Minnesota as outlined in MN Statutes 10.65, the Minnesota Chippewa Tribe, and the Minnesota Tribal Nations Education Committee as outlined in MN Statutes 136A.032.The position will work to identify, develop, and implement activities and strategies necessary to provide appropriate programs and services to the 11 Minnesota Tribal Nations, and the larger American Indian community in the state. As Tribal Liaison, the role will focus on government-to-government relations, communication, and education to enhance understanding and build relationships.Reporting directly to the Commissioner of Higher Education, this role will establish, maintain, and promote effective working partnerships between Tribal Nations and OHE. The position will lead the coordination of all engagement and community outreach activities within the Agency with Tribal Nations to ensure consistent and coordinated communication.Essential Job Duties Include:

Establish annual consultation meetings with each of the eleven Tribal Nations in Minnesota to comply with MN Statutes 10.65 and the OHE Tribal Consultation Policy.

In conjunction with OHE Commissioner, develop, lead and implement consultation meetings with the Tribal Nations Education Committee (TNEC) to comply with MN Statutes 136A.032.

Direct, lead, and coordinate agency-wide efforts related to Minnesota‘s eleven Federally Recognized American Indian Tribes and across the Agency.

Provide managerial leadership and direction to OHE staff relating to Tribal-State relations to ensure division‘s strategic plan is successfully implemented and objectives are met.

Minimum QualificationsTo facilitate proper crediting, please ensure that your resume/application clearly describes your experience in the areas listed below, and indicates the beginning and ending month and year for each job held.

Five (5) years of advanced professional-level experience working with, interacting, and collaborating with tribal nations, tribal communities, various governmental systems, and non-profit organizations.

Proven working knowledge and understanding of treaties, tribal sovereignty, and government relations between Tribal Nations, and federal, state, and local governments.

Strong racial equity lens and cultural competency sufficient to build strong working relationships and communicate across cultural lines.

Possession of strong written and oral skills to communicate with various audiences.

Demonstrated ability to act as an internal resource and consultant to the Commissioner, senior leadership, and agency staff.

Skilled in project planning and operations sufficient to organize projects with others, establish goals and timetables, clarify mutual expectations, and evaluate results.

Self-motivated with the ability to multitask effectively and operate under pressure to meet deadlines and objectives.

Preferred Qualifications

Knowledge and understanding of higher education issues in Minnesota especially as it relates to American Indian communities and students.

Knowledge and ability to appropriately and effectively manage and coordinate an organizational response to the queries, compliments, and complaints of the public and agency stakeholders.

Excellent judgment in providing a high level of discretion and sensitivity to issues affecting the communities.

Physical Requirements

Ability to position self and move sufficiently to perform repetitive tasks.

Maintain a stationary position for long periods of time.

Ability to travel to and from different tribal communities.
