Join the talented, engaged and inclusive workforce dedicated to creating a better Minnesota.This position exists to administer and support the statewide floodplain, shoreland, and river-related programs including education and outreach efforts to build capacity within the local governments that administer the shoreland and floodplain programs. Position places emphasis on:

Administering the Lower St. Croix Riverway (LSCR) program including leading education and outreach efforts to build capacity within local governments that administer the LSCR program;

supporting DNR area staff in reviewing and approving local shoreland, and river-related ordinances and leading updates and review of floodplain ordinances within FEMA timelines for compliance with applicable state and federal program requirements;

supporting DNR area staff in reviewing development proposals and addressing issues under these programs;

developing rules and model ordinances for these programs;

developing and delivering training, tools, and other resources to build capacity of local governments and DNR area staff to administer these programs;

conducting research and analysis to understand and address policy issues that arise with these programs; and

identifying and promoting areas for improved coordination and consistency among these programs.

This position may be eligible to telework on a full or part-time basis which is subject to change. If approved, the employee would be required to complete a telework agreement.Minimum Qualifications

Bachelor‘s degree in public policy, administration, natural resource management, urban planning, environmental science, geography, political science, or related degree.

Three years of professional experience in local or regional land use planning and zoning, or three years administering programs impacting floodplain and/or shoreland areas.

Knowledge of planning and zoning principles, permitting, and local government administrative procedures sufficient to review, evaluate and make reccomendations on development proposals.

Project management skills sufficient to prioritize multiple assignments, manage complex efforts simultaneously, and ensure timely completion of projects.

Excellent writing, presentation, and communication skills sufficient to translate highly technical information for a variety of audiences and stakeholder groups.

Demonstrated interpersonal skills to cultivate and maintain professional networks, build consensus, resolve conflicts, and effectively collaborate with diverse stakeholders to accomplish common objectives.

Software proficiency with Microsoft Office Suite and online mapping applications sufficient to read and interpret map files, create and edit spreadsheets, and asemble presentations and digital communications.

Ability to Identify and evaluate information/data and develop policy and program management recommendations and to conceptualize alternative solutions to complex issues and convey them to diverse audiences.

Preferred Qualifications

Master’s degree in public policy, administration, natural resource management, urban planning, environmental science, geography, political science, or related degree.

Experience administering state floodplain, shoreland and river-related laws and regulations.

Knowledge of and experience with federal and state legislative and rulemaking processes.

Education or experience in hydrology, shoreland conservation practices, and related construction methods.

Education or experience developing and delivering curriculum to technical professionals.

Geographic Information Systems Professional (GISP) certification or technical certification from Environmental Systems Research Institute (ESRI).

Certification from the Association of State Floodplain Program Managers (ASFPM - CFM) and/or American Institute of Certified Planners (AICP).
