The State of Minnesota is committed to equity and inclusion, and invests in employees by providing benefits, support resources, and training and development opportunities.This position will have the option of teleworking; however, it will be based on the business needs of the unit and is at supervisory discretion.The position exists to investigate allegations of employee misconduct, failure to fulfill job duties, policy violations, harassment, discrimination, inappropriate workplace conduct and critical incidents in the Department of Public Safety or to assist other Department supervisors in conducting their employee investigations, and to maintain the Department’s investigation records in accordance with the Minnesota Government Data Practices Act.Minimum QualificationsThree (3) years experience conducting investigations within a civil rights, human resources or labor relations setting.Experience must include all of the following:

Experience conducting investigations or transferable skills sufficient to independently investigate internal and external allegations of employee misconduct, including harassment, discrimination, inappropriate workplace conduct, failure to fulfill job duties, and policy violations, and alleged violations of work rules or performance matters.

Communicate complex information verbally and in writing, including summarizing, analyzing, organizing, prioritizing, and interpreting facts in an unbiased manner.

Ability to testify in administrative hearings and defend decisions/actions taken in the course of investigating.

Strong interpersonal skills, including the ability to maintain neutrality and trust with a variety of stake holders who may have competing or conflicting interests.

Demonstrated ability to work effectively with diverse populations who may participate in the investigative process as a complainant, witness, or subject.

Bachelor’s degree in Human Resources, Organizational Management, Law or related field may substitute for 1 year of experience; Master’s degree in Human Resources, Organizational Management, Juris Doctor (JD) or related field may substitute for 2 years of experience.Preferred Qualifications

Experience conducting workplace investigations.

Experience conducting investigations in a unionized environment.

Knowledge of laws related to discrimination, harassment, and retaliation (e.g., the Minnesota Human Rights Act).

Experience working with law enforcement agencies, regulatory agencies, or public safety entities.

Physical RequirementsRequires occasionally moving and transporting such articles as file boxes and heavy hand tools or heavier materials with help from others, and moving and transporting light objects frequently. Even though the weights being moved and transported may be a negligible amount, a job in this category may require positioning self to move to a significant degree or may involve maintaining a stationary position for extended periods.
