DescriptionThis Program Analyst IV – OCFO role will function as a “Financial and Business Operations Analyst” within the City of Detroit Treasury Department. This role will report the City Treasurer and/or the Associate Deputy Director of Strategic Finance & Analytics. This position requires an understanding of basic budgetary, financial, and accounting management principles and techniques as they relate to long-term management of programs and departmental operations. The work requires skill in: strategic planning and budgeting; financial and accounting analysis and reporting; creating and maintenance of financial models; forecasting; procurement management; financial/ERP software systems; coordination of deliverables, deadlines, and expectation; written and verbal communication; and development of presentations and reports. Positions in this series require knowledge of: the substantive nature of agency programs and activities; agency missions, policies, and objectives; management principles and processes; and the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency. Examples of DutiesDirection financial and accounting support for activities and tasks across the Treasury division’s operations, including but not limited to:

Accounting support across Treasury (e.g., creating and review journal entries for debt management, strategic finance, etc.)

Advises on and works with the Department of Innovation and Technology regarding the potential benefits/uses of automation to improve the efficiency of administrative support or program operations

Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of program operations in meeting established goals and objectives.

Analyzes new or proposed legislation or regulations to determine impact on program operations and management

Annual audit related information provision, analysis, and submissions

Budget tracking and management, including monthly BvA and annual budget process

Coordination with City department/stakeholders and external partners

Develops cost analyses of projects or performs cost benefit or economic evaluations of current or projected programs

Develops new or modified administrative program policies, regulations, goals, or objectives

FOIA management

Independently conducts field surveys and carries out routine research in connection with budget, legislative or management studies and/or performs analysis of actual expenditures compared to the budget or public policy issues

Procurement management: RFP creating and processing, vendor contract management, POs/procurement submissions

Provides assistance to Federal, State, and local agency officials in developing proposals and in preparing program plans and project application documents

Receives from Departmental Financial Services financial and financial-related information to perform analysis of program effectiveness

Requisition management and coordination

Researches and investigates new or improved business and management practices for application to agency programs or operations

Revenue Estimation Conference preparation, logistics support, and coordination

Reviews audit and investigative reports to determine appropriate changes or corrective action required

Treasurer and Deputy executive administration : invoice processing/approving, travel and p-card expense submission, travel coordination, Mayor's office event coordination, work order processing

Utilizes data collection and analysis techniques to evaluate individual programs; submits oral and written reports to management personnel for their consideration and decision-making

Vehicle IPA tracking, finance, accounting, and documentation support

Performs special projects and other duties as assigned

Minimum QualificationsEducationBachelor’s degree from an accredited college or university, with major course of work in business administration, public administration, public policy, economics, finance, accounting, urban studies, information technology, or a closely related field.ExperienceIn addition to the minimum education requirements, the following experience requirements also apply:

Program Analyst IV – at least four (4) years of experience providing project management-related activities or a systematic review, analysis, interpretation, and evaluation of grants or other financial/operational data. Program Analyst must demonstrate proficiency with integrated word processing and spreadsheet functions.
