Job Title: PCA EVV Specialist / Personal Care Attendant (PCA) Electronic Visit Verification (EVV) Specialist

Reports to: DEPUTY DIRECTOR

Location: BOSTON, MA

The Boston Center for Independent Living is a frontline civil rights organization led by people with disabilities that advocates to eliminate discrimination, isolation, and segregation by providing advocacy, information and referral, peer support, skills training, PCA services, and transitional services in order to enhance the independence of people with disabilities.

Position Overview: This position will provide technical support and skills training to consumers on BCIL’s Personal Care Attendant (PCA) program on using Electronic Visit Verification (EVV), which is government-required software that electronically verifies when PCAs provide services. Will address use of EVV by PCAs and consumers in the community, on the phone, and in consumer’s residence. Will ensure that consumers use EVV according to rules established by MassHealth, the health insurance plan covering PCA services.

Essential Duties and Responsibilities:

Provide training and ongoing support for onboarding in use of EVV and compliance with rules for its use.

Monitor and report any issues with ongoing compliance with the use of EVV to the BCIL PCA program manager.

Provide EVV skills training within 3 business days of a request from a consumer or their surrogate, as well as from BCIL, the fiscal intermediary, or MassHealth.

Provide information on EVV devices, vouchers and exemptions.

Work with PCM management team regarding quality of services and produce and review reports as requested.

Maintain confidentiality in all consumer related issues.

Demonstrate a working knowledge of programming policies and procedures and Mass Health regulations.

Demonstrate a commitment to the Independent Living philosophy of consumer control.

Report all suspected incidents of consumer sexual/physical abuse and neglect to the Disabled Person Protection Commission (DPPC).

Have a working knowledge of contract requirements such as timelines for contacting consumers, providing services, consumer eligibility documentation requirements, consumer rights, and more.

Participate in organization staff meetings, PCA Department meetings, and required staff training and workshops as required.

Perform other related duties as assigned.

Qualifications:

At least two years’ experience in the human services field or relevant personal independent living experiences. Knowledge of community resources and social service systems is beneficial.

Commitment to independent living philosophy.

Knowledge of PCA programs and experience or education in skills training is a plus.

Effective communication skills, including ability to effectively complete reports and required documentation. Basic computer skills in Microsoft Office/Outlook and the ability to navigate databases.

Ability to manage time effectively and carry out projects independently, within a team setting.

Ability to travel and access consumers’ residences (some of which may not be accessible) to conduct EVV skills training.

Ability to communicate in a 2nd language used by BCIL PCA consumers (Spanish, Haitian Creole, Cape Verdean Creole, Vietnamese, other) a plus.

Equipment Operated:

Computers, copier, scanner, Microsoft Office, printer, and other office equipment/programs.

Working Environment:

The office area is a shared workspace divided by cubicles or desks. Other staff in adjoining cubicles or desks can be heard communicating verbally. The employee will need to be in the office 5 days per week to interact in person with PCA Skills Trainers and PCA Program management.

Hours: 40 Hours – Full Time
