The incumbent assists with providing for the efficient and effective operation of the total human resources function for an extremely complex and highly visible state department under the rules and regulations of the Department of Civil Service, state and federal rules, regulations and guidelines, and policies and procedures of the Department of Agriculture and Forestry.The Department of Agriculture and Forestry has an approved TO of over 500 positions, plus approximately 30 unclassified and classified WAE positions, throughout the state. Incumbent reports to a Human Resources Manager B and provides human resources support to LDAF employees statewide and over 200 Soil & Water District employees statewide.This technical specialist level position provides "one-stop-shop" services, encompassing employee administration (personnel administration and payroll), benefits and staffing for LDAF employees. The duties require the incumbent to be knowledgeable in a variety of areas such as: Civil Service Commission rules, LDAF departmental policies and procedures, relating to examining, hiring, pay, PES, classification, LaGov HCM, Office of State Uniform Payroll policies, benefits (insurance and retirement plans), Medicare, FMLA, FLSA, and rules and procedures governing all types of payroll deductions, etc.40% Benefits Program ManagerManages the Benefits program for Louisiana Department of Agriculture & Forestry and, as such, handles insurance invoicing and reconciliation. Reports include an arrears report to keep an up-to date record of payments received on balances in arrears, a report of deductions not taken to indicate who was not able to pay their premiums so that incumbent can notify them and set up payment arrangements.Responsible for assisting all Department retirees with group insurance options and requirements, providing them with information and all forms required when changes are necessary. Serves as Department liaison with the Office of Group Benefits and the State Employees Retirement System when assisting retirees in researching and resolving problems as it relates to all insurance issues.Reconciles the agency Group Benefits Insurance Invoices and LSU First Invoices for active employees, retirees, and surviving spouses. Ensures that the state share, and in some cases retiree's share, of insurance premiums is remitted in a timely manner each month to the Office of Group Benefits and LSU First by preparing transmittals and payment vouchers. Communicates with retirees whose insurance premiums are not deducted from their retirement checks to ensure proper and timely payment of insurance premiums. Maintains a record of all payments expected and received for supporting documentation.Reconciles Exception/Deduction Registers and Monitoring Reports from the Office of Group Benefits. This task requires due diligence of all monthly adjustments to ensure that the state and/or employee/retiree has not over/under paid insurance premiums. Research of these adjustments can involve examination of previous year's invoices, employee's personnel file, communication with other parties such as LASERS, etc. Composes and submits any necessary documents related to these and other assigned reports and ensures that the department complies with State and Federal laws and regulations.Researches and reconciles the monthly Flexible Benefits Exception Report; resolves issues with miscellaneous vendors.Responsible for the preparation of an annual report to the Legislative Auditor regarding the payment of such premiums and to the Department's accounting section for budget projections.Keeps abreast of all changes in various miscellaneous insurance programs available to State employees and provides information and assistance to employees in completing forms, understanding policy options, and understanding their coverage.Coordinates the Department's Miscellaneous Vendor Fair by setting the date and obtaining approval for the Assistant Commissioner of Management & Finance. Ensures that each vendor has completed the required solicitation document. Coordinates the set-up and handles individual requirements from vendors.Maintains up-to date beneficiary files for active employees and retirees. Issues necessary forms and information regarding beneficiary changes and updates. Agency's representation for processing all life insurance claims for deceased members. Ensures deceased employee has been removed from invoice and all credits of premiums have been processed.30% Employee Administration/StaffingThe incumbent serves as the initial Human Resources advisor over all human resources activities for classified TO Soil & Water employees as well as unclassified Soil & Water District employees.The incumbent verifies that all proposed operational activities comply with federal and state laws, Civil Service Commission rules and regulations. individual board commissions' rules and regulations, and departmental requirements. Certifies and recommends approval to the Human Resources Director for all proposed activities. Independently evaluates, initiates and processes personnel actions.Coordinates and processes all new hires, performance adjustments, PES, promotions, transfers, reassignments, etc. in LaGov HCM.Creates drafts of job vacancy announcements in LaCareers in accordance with established Civil Service procedures. Provides the hiring manager with list of eligible candidates. Ensures that all actions are completed in LaCareers within the required timeframes.Ensures all positions being filled and announced are true vacancies and verifies that the job description is up to date prior to filling. Completes request to fill forms for all vacancies.Serves as primary contact for receiving and resolving Employee Administration issues/problems for assigned areas of responsibility. Assists employees with Louisiana Employees On-line (LEO) access and issues/problems. Resolves complex problems and recommends changes in policies and procedures to eliminate future problems to management.Stays abreast of changes, as related to assigned areas, by regularly conferring with the Human Resources Manager and the Human Resources Director. Advises personnel liaisons in area of responsibility of pertinent changes as they occur.Prepares correspondence relative to assigned Employee Administration areas for approval by Human Resource Director.Sends reminders to agency supervisors regarding employee work contract expiration dates, such as probationary period expirations and job appointments terminating and details to special duty ending. Enters all retroactive time entry corrections into LaGov HCM. Advises time administrators of the correct time entry procedures regarding FMLA, FLSA, Military leave, educational leave, holidays, disciplinary leave entries, etc.Review time entries for correctness and assists with necessary adjustments. Assists in obtaining leave quotas and termination paid leave balances for generating off-cycle checks. Assists with reviewing remuneration statements for accuracy and completeness.Submits required notification upon separation of employment.Incumbent must possess a detailed knowledge of policies, procedures, rules, and regulations pertaining to all Benefits programs. The incumbent performs all aspects of benefits administration, including entry into LaGov HCM and eEnrollment, for the following programs: LASERS, Parochial Retirement, Louisiana Deferred Compensation, all health insurance programs with the Office of Group Benefits, miscellaneous insurance vendors, Flexible Benefits plans, etc.Counsels employees concerning the various employee benefits and benefits options; ensures that employees are informed of all new programs and available coverage within existing programs; assists employees in the proper completion and filing of various benefits forms, etc. Enrolls and orients new employees within assigned area concerning the total benefits package.May counsel employees during the pre-retirement process to ensure they have the proper documents, certificates, etc., that are necessary for completing retirement applications.Responsible for monthly Parochial Retirement Earnings and Contributions Reporting for Soil & Water District employees which includes running reports on the first week of the month and completing Parochial forms and mailing the forms to Parochial to be received before the 15th of each month.Responsible for processing Outside employment form for employees in assigned areas. Incumbent will ensure all necessary signatures are obtained up through the Appointing Authority at initial request and annual renewal. Sets up monitoring of tasks.Conducts CATS training for new users and time administrators. Provides new employees with instructions on the time entry process and importance of completing timely and accurate entries, the approval process, etc. Works with time administrators, supervisors, and employees to reduce common, recurring errors in CATS. Ensures all LDAF prospective employees in assigned area are drug tested in accordance with departmental policy.Responsible for receiving and responding to Corporate Cost Control regarding unemployment claims. Acts as agency representatives when disputing claim. Submits invoice to Finance for processing.15% FMLA / Workers Compensation / ADA / Crisis LeaveCounsels with employees and supervisors regarding FMLA rules and requirements and explains Departmental FMLA policy and procedures and the effects of the FMLA entitlement on an employee's benefits.Determines eligibility of employees to be placed on FMLA and makes notification to employees who will be placed on FMLA. Establishes FMLA quotas in LAGov HCM and notifies the appropriate time administrators once complete. Reviews time file to ensure correct codes have been used in reporting FMLA absences, request adjustment form for any entries which need correcting. Contacts health care provider in reference to incomplete form or completed information that need clarification. Monitors dates on issued forms to ensure compliance with rules and regulations. Attends meetings to stay abreast of FMLA rules and regulations. Makes recommendations on procedures to ensure agency stays in compliance with federal regulations.Serves as department liaison between the Office of Risk Management, Sedgwick and the department employees who receive Workers Compensation Benefits. Ensures compliance with appropriate laws, rules and regulations and the efficient processing of documentation related to this benefit activity. Receives injury reports and submits them electronically in Global Intake so that a worker's compensation claim number is created for benefit and billing purposes. Responsible for providing advice and counseling to supervisory personnel and employees related to the proper procedures to follow when workers compensation claims must be filed. Ensures that all injury claims are reported in a timely basis and that all claims are accurate. Responsible for disseminating all benefits checks to employees relative to buying back leave, etc. Coordinates with supervisors and employees the assurance that a full doctors release is obtained prior to employee returning to work in compliance with department policy. Maintains contact with medical providers, employees, and their attorneys, and makes all possible attempts to resolve problems.Reviews reports from Sedgwick to ensure that each employee is coded accurately so that workers compensation benefits are paid appropriately. Enters leave buy backs into the LaGov HCM system as well as the adjustments to taxable wages due to the leave buy backs. Maintains files on pending, current and closed Workers Compensation cases.Responsible for representing the department at annual ORM seminars to remain updated of current policies and procedures regarding workers compensation matters.Provides information to employees regarding FFCRA leave. Determines eligibility for leave and sets up quotas and completes necessary entries; if necessary, places on FMLA. Sends necessary emails and follows up with employees prior to their return. Tracks employees out due to COVID-19. Maintains confidentiality in accordance with the CARES Act.Serves as ADA (Americans with Disabilities Act) Coordinator for the agency which includes responding to accommodation requests to determine reasonable accommodations for qualified individuals that do not create an undue hardship. Ensuring that mandatory ADA training and reporting is completed by annual deadlines.Serves as the Crisis Leave Coordinator for the department which includes monitoring LDAF Crisis Leave balances, processing leave donations, reviewing requests for Crisis Leave to determine eligibility, meeting with the Crisis Leave Committee, setting up Crisis Leave quota, notifying time administrator and supervisor of the leave approval and monitoring usage and coding.10% CPTP CoordinatorManages the Comprehensive Training Program (CPTP) required by State Civil Service. Ensures that all employees who occupy and/or are appointed to specific supervisory, managerial, or administrative level jobs are provided necessary information to complete the mandatory training through the Comprehensive Public Training Program (CPTP). Ensures that Assistant Commissioners are aware of employees who are non-compliant within their perspective areas.
