Responsible for assessing all transportation training needs for public transportation systems; designs and develops a curriculum for the Transit Training Program (e.g. defensive driving, emergency procedures, passenger assistance, vehicle maintenance, drug and alcohol, transit safety and security, financial management, transit marketing and human resource management. Schedules instructors and/or conducts training sessions; prepares materials for sessions; reviews and revises training materials; maintains records, test scores, reports and evaluations related to the activities; prepares correspondence; disseminates information regarding scheduling and course material; records and maintains all training sessions offered and participants who attend each session and prepares training certificates. Supports the Louisiana Public Transit Association with the Annual Public Transportation Conference established to provide transit personnel with up-to-date practices and training relative to the provision of public transportation; (e.g. reviewing and approving conferences expenses including facility/hotel contracts, agencies registration reimbursements, and purchase commodities for conference). Develops the transit scholarship program; develops and disseminates scholarship applications to transit providers; develops reimbursement guidelines and evaluation reports; reviews and approves transit scholarship applications; and initiates reimbursements to transit providers.10% Develops the State's annual budget for the TTAP Program; monitors the budget and expenses; continuously monitors status of federal budget/program of projects to ensure maximum utilization of available funds; maintains specialized knowledge of Federal Transit Administration (FTA) regulations with particular emphasis on third party contracting requirements, training and technical assistance programs; monitors Federal budget status and prepares required reports for submission to FTA; processes invoices related to training, conference and scholarships. Develops and maintains a Desk Manual that documents program responsibilities and paperwork flow.10% Develops, maintains and publicizes a 12-month training calendar which consists of training opportunities available to assist local agencies in providing public transportation services. Keeps abreast of technological developments and periodicals and select for purchase those most appropriate to local agency needs.Chairs the TTAP Advisory Committee established to plan and provide input into the development of the State's training program; schedules advisory meetings, prepares agendas, determine work plans and ensures that the committee achieves the purpose for which it was established. Prepares annual subrecipient survey to assess training for all transit providers.10% Responsible for the development and maintenance of a monthly electronic correspondence via STTARS providing upcoming trainings, scholarship opportunities, etc after approval from supervisor and Public Transit Director. Reviews national, State and local publications from other areas; confers with other TTAP coordinators throughout the country regarding topics of interest and transit developments and trends.10% Internally, coordinates work efforts with DOTD Compliance Programs on training opportunities for transit agencies in regarding to DBE and Title VI compliance; Financial Services regarding eligible travel regulations, payments, and Procurement for purchasing of conference/training supplies Externally, coordinates transit training opportunities with State Agencies (DHH, DSS, GOEA, GODA, DOL and Public Safety); local agencies (councils on aging, offices of community services, agencies representing disabled persons, local government officials); Federal Transit Administration officials, National Rural Transit Assistance Program, Community Transportation Association of America, Multi-State Technical Assistance Program, Louisiana Public Transit Association, and other national and regional transit training and technical assistance programs.5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
