Job DescriptionThe Iowa Public Employees’ Retirement System is looking for qualified candidates for aRetirement Investment Officer – Complianceposition with the Internal Compliance section of the Risk Management and Compliance Division.The successful candidate will act as IPERS’ authoritative expert on internal and external investment compliance topics to safeguard IPERS’ assets, and ensure IPERS’ investments are managed in compliance with Federal and State laws, and Investment Board and internal policies.Responsibilities include:

Establish an Investment Compliance Program which includes creating a work plan that includes program objectives, priorities, strategies, policies, procedures financial and staffing resource requirements.

Review and provide ongoing monitoring for all investment manager contracts and fee calculations for compliance with agreed upon terms.

Maintain awareness of negotiations and proposed contract terms with potential investment managers and offer input on compliance matters.

Provide written summary of completed compliance reviews and report deficiencies to the appropriate staff.

Monitor proposed and newly issued state and federal rules and regulations to determine their affect on IPERS investment program.

Analyze and recommend policies, procedures and other internal controls to mitigate risk.

Provide executive-level guidance on investment compliance efforts concerning the most significant risks facing the agency.

Monitor internal and third-party investment software services for data accuracy and protection of IPERS’ confidential information.

Collect, analyze, and interpret current and historical investment data that may indicate financial anomalies.

Ensure Board and staff compliance with investment policies and procedures.

Conduct periodic staff training and serve as a resource for staff on investment compliance issues.
