About the Professional Licensing Agency:The Indiana Professional Licensing Agency is seeking an individual to help protect the health and safety of the citizens of Indiana by providing quality, efficient service to all professional licensees, applicants, and the public. The fundamental purpose of this position is to provide administrative support to the board director, the licensing board/commissions, and to directly supervise the customer service representatives’ projects across a broad scope of career opportunities. Role Overview: The Diversion Officer will lead the Indiana Board of Pharmacy's efforts to combat diversion of controlled substances in Indiana and will lead/manage the Compliance Team (made up of the seven district Pharmacy Compliance Officers). It is a management role that will report to the Compliance Director. Responsibilties include:

Prosecuting non-compliance and/or fraudulent reporting of INSPECT records;

Overseeing diversion investigations reported to the Board by law enforcement, other agencies, or the Compliance Team by consumers or licensees;

Development of policies and procedures for inspections, investigations, and other processes as it relates to combating prescription drug abuse for INSPECT and the Pharmacy Compliance Team;

The position will manage the Board of Pharmacy state-wide Compliance Team, who inspect and work daily with each pharmacy in each part of the State.

Salary Statement:

The salary for this position traditionally starts at $53,222.00 but may be commensurate with education or work experience.

Essential Duties/Responsibilities

The Board of Pharmacy Diversion Officer will be responsible for conducting and/or coordinating the following activities:

Prosecuting non-compliance and/or fraudulent reporting of INSPECT records;

Overseeing diversion investigations reported to the Board by law enforcement, other agencies, or the Compliance Team by consumers or licensees;

Outreach and education to law enforcement officials, organizations, and other government stakeholders on the proper use of the State's Prescription Drug Monitoring Program, INSPECT;

Outreach to retail pharmacy on the effective and proper use of the program; Coordinating collection of evidence for pharmacy and drug cases.

Coordinating the investigative and compliance resources of the Board and making recommendations to the Director;

Development of policies and procedures for inspections, investigations, and other processes as it relates to combating prescription drug abuse for INSPECT and the Pharmacy Compliance Team; The position will manage the Board of Pharmacy state-wide Compliance Team, who inspect and work daily with each pharmacy in each part of the State. As this position is funded through federal grants, it is not considered a permanent position, and will last for two years (there is potential to go beyond two years, contingent on acquistion of additional funding and grants). This position will conduct the majority of these activities by themselves or in conjunction with the Board Director, members of the Compliance Team or INSPECT staff, along with external law enforcement agencies and stakeholders.

Job Requirements:

Strong organizational skills and attention to detail.

Detailed knowledge and experience in investigative processes.

Ability to be a credible and competent witness in court cases involving diversion and investigations, and in other administrative or licensing procedures which involve this Board or Agency.

Ability to manage people and resources in an effective manner.

Ability to write coherently and accurately.

Excellent oral communications skills.

Thorough knowledge of State and Federal drug laws, rules, regulations, and requirements.

Working knowledge of pharmaceutical terminology and good manufacturing practices for pharmaceutical manufacturers and distributors.

Familiarity with prescription security paper requirements, controlled substance laws, and hospital organizations. 9. Applicant must have a valid driver's license and driving record that would permit them to operate a state vehicle.

Bachelor's degree required. Master's coursework preferred but not required.

5-10 years of working knowledge/experience working in law enforcement as it relates specifically to drug investigations; preferably related to prescription drugs (similar work in a retail environment as private security or loss prevention would satisfy this requirement).

5 years of management experience (similar leadership roles within law enforcement or the military will satisfy this requirement).

A pharmacist or pharmacy technician license is preferred.

Supervisory Responsibilities/Direct Reports:

This individual will manage the Compliance Team within the Board of Pharmacy and assist the Director in managing the compliance policy, outreach/education efforts, and the coordination of activity between the Board and INSPECT program with outside agencies and licensees (such as the DEA, OAG, and State Police). The individual will be expected to take a lead and supervisory role in managing multiple major projects and investigations.

Difficulty of Work:

The individual will be lead specialist and expert in the State of Indiana responsible for addressing pharmacy diversion cases and prescription fraud. This position requires sound judgement and ability to analyse facts and make determinations based on them for further investigation, prosecution, and adjudication. It also requires the ability to multitask, prioritize, and manage multiple case files and investigations at one time. The Applicant must have excellent management skills and have the ability to operate without direct supervision or access to assistance or the structure provided by an office based environment.

Responsibility:

This position is first and foremost a law enforcement position and the individual is responsible for protecting the public by enforcing pharmacy law and helping to educate licensees and other law enforcement agencies and officials on prescription drug diversion. Specifically, along with what is listed above, the individual is responsible for the following activities:

Investigating complaints brought to the Board by licensees, law enforcement, and other federal, state, or local agencies.

This position will be responsible for helping to develop policies and procedures as it relates to using information from the State's Prescription Monitoring Program to conduct investigations and prosecute prescription drug crimes. This person will be responsible for determing what complaints and files merit referall to the relevant licensing boards, local law enforcement agencies, federal agencies, and Attorney General's office. This individual will be responsible for advising the Director and Board how best to manage and allocate its investigative and compliance resources.
