Telecommuting may be subject to successful completion of probation. This position will require a medical surveillance baseline exam. Position: The Idaho Department of Environmental Quality (DEQ) is hiring an Underground Storage Tank Compliance Officer for the Boise Regional Office. Salary Range: $29.75-$33.71 Responsibilities: · Implement the Boise Regional Office (BRO) Underground Storage Tank (UST) Program Plan. · Coordinate, conduct, and document UST inspections in the BRO following the established inspection schedule. · Implement enforcement according to the UST/Leaking Underground Storage Tank (LUST) Program Implementation Manual. · Oversee UST installations and closures in the BRO and coordinate with the Program Manager for State Office support. · Manage data and documents; enter appropriate information updates into the UST/LUST database and upload documents into the Electronic Data Management System. · Interpret rules and regulations and train owners and operators on UST rules and regulations. · Oversee suspected release investigations within the BRO and conduct transfer to LUST regional or State Office staff as specified in program policy. · Provide outreach and technical assistance to the BRO, service providers, and the public. · Research and stay current on UST issues such as installation practices, testing protocols, and recommended practices. · Respond to citizen complaints and fulfill public records requests as specific to the UST program rules and regulations. · Participate in UST program quarterly conference calls. Minimum Qualifications: Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college. AND At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development. OR Possession of a master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development. Required Specialty Minimum Qualification DEQ 5645 Good knowledge of scientific principles and industrial processes that has been gained through possession of a college degree in the Biological Sciences, Chemistry, Geology, Chemical, Civil or Environmental Engineering, Environmental Science, Environmental Education or a closely related field AND two (2) years of full ‐ time work experience conducting industrial/commercial system inspections, including determining facility compliance with state and/or federal rules and statutes, and conducting and implementing related on ‐ site educational activities as a major function of the job OR possession of an unrelated degree or a combination of education and experience equivalent to a four year undergraduate degree AND four (4) years of full time experience as described above. Education/Experience Equivalency: Successful completion of sixty (60) semester hours of study, including twenty ‐ four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education AND/OR Each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education. Note: Course work requirements are based on curriculum from an accredited college or university. Physical Requirements: Ability to sit and work on a computer for 2-4 hours at a time. Ability to bend and reach for filing purposes. Some periods of heavy reading and typing are required. Ability to lift 30 pounds when working with file boxes. Some travel may be required. Ability to climb ladders, staircases, work on uneven terrain. Ability to lift and carry up to 30 pounds over rough terrain. Ability to work in adverse or inclement weather. Ability to work in extreme hot or cold temperatures both outside and inside. Ability to work on elevated instrument platforms, ladders, etc. Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain. Occasional travel required. May work in the vicinity of loud noise. May be required to travel and stay overnight in remote areas. May come into contact with hazardous waste/materials. Eyesight needs to be 20/20 (as corrected) to observe field compliance. The ability to lift and remove access lids to inspect UST equipment.
