To learn more, please visit our website at http://www.sde.idaho.gov/.The Special Education Data and Reporting Coordinator is a part of the special education team with key responsibilities for ensuring that school districts have the information and supports necessary to provide timely and accurate data to the state. In addition, the incumbent certifies that the Idaho Department of Education (Department) is in compliance with the Individuals with Disabilities Education Act (IDEA) with regards to reports and data requirements submitted by the Department to the Office of Special Education Programs.RESPONSIBILITIES: · Participates in the development of information management procedures and policies, particularly with regard to the security of confidential data and accuracy, availability and timeliness of all data.· Ensures that systems specifications and requirements for data collections are documented and that the resulting data meet the needs of its users.· Ability to create, fill, and manage a dashboard to disseminate information for districts (graphically represent data to make it usable and meaningful).· Consults cross-departmentally with system developers, application design and reviews activities in order to facilitate an integrated solution.· Acts as project leader on small to medium data collection projects and input into the development of large-scale projects.· Seeks necessary input of LEA directors or district staff to maintain an understanding of business requirements for data collection and the monitoring of project implementation.· Annually develops/updates training materials and conducts training re: submission of special education child count via ISEE.· Provides technical assistance to the district data manager to compile, correct and certify Special Education data reporting in ISEE for data submission.· Works with the Division of Technology Services to extract child count and exited students data from district and LEA ISEE submissions.· Consults with Funding and Accountability Coordinator in charge of disbursement of Part B funds with information and recommendations regarding district activities/requirements related to compliance with IDEA.· Gathers, maintains, analyzes, interprets and reports annual data gathered from compliance reviews as well as other indicators from federal reporting including data submission related to Idaho’s Annual Performance Report (APR) and State Performance Plan (SPP).· Compiles data and write all required reports to federal government, state legislature, state board or departmental personnel to include but not limited to: APR/SPP, 619, State Systemic Improvement Plan, Child Count, and other reports determined by the Special Education Director or the Office of Special Education Programs.· Responsible for the public reporting of data and presents the data to groups of educational partners.· Works with the Communications Director and Website and Design Manager to maintain the Special Education Programs home page for time-efficient and cost-efficient dissemination and required reporting of information, as defined in the IDEA.· Keeps abreast of legal issues that have implications for program compliance with an emphasis on data reporting, by attending required regional or national conferences.· Other duties as assigned.MINIMUM QUALIFICATIONS:· Bachelor’s degree OR 5 years of experience demonstrating considerable knowledge in the principles and practices of research, including the methods and procedures of statistical analysis.· At least 3 years of experience analyzing and utilizing data to make programmatic decisions.· Interpersonal skills and abilities to work effectively as a member of a team, promote team goals and maintain team climate.· Ability to prioritize and organize multiple activities to reach established goals.· Ability to establish and maintain effective collaborative working relationships with school districts, advisory, and community groups regarding special education.Extra consideration will be given for the following desired qualifications: · Master’s Degree is preferred. Consideration will be given for advanced degrees/experience in statistics and data analysisPHYSICAL DEMANDS: (with or without accommodation) · Dexterity to operate office tools and equipment;· Ability to perform standard office administrative functions, including but not limited to: typing, filing, answering phones, processing documents, collating and preparing office materials as needed;· Good vision to review hard copy and electronic documents; operate standard office equipment, including, but not limited to: computer, copier/scanner, multi-line phone system; navigate website resources; greet and direct patrons; identify safety concerns;· Ability to concentrate for extended periods of time;· Mental acuity to comprehend, communicate, monitor and ensure adequate program support;· Approximately 90% of time is spent sitting at desk or workstation, up to 4 hours at a time;· Approximately 10% of time is spent standing, walking, bending, and kneeling;· Occasional lifting may be required, frequently less than 5 lb., but may be up to 20 lb.TRAVEL REQUIRED: The incumbent will travel approximately 10% to provide technical assistance and training throughout the State.
