Is responsible for functioning all associated accounting entries to settle the payroll with the Financial Management & Planning Department.Key Responsibilities

Responsible for initiating all payroll processes for the district Payroll function to ensure employees are paid timely. Is responsible for functioning all associated accounting entries to settle the payroll with the Financial Management & Planning Department.

Daily and semi-monthly payroll tasks include but are not limited to verifying and processing all mandatory and voluntary deductions. Ensures state tax, W-4, and direct deposit are submitted timely and addresses any issues with setup. Ensures United Way, court ordered garnishments, and other approved deductions are processed through the payroll system. Reviews and reconciles daily and weekly timesheet issues. Process pay adjustments for new hires and separated staff.

Serves as the subject matter expert and is the go-to person for payroll and time administration processes. Able to work independently but keeps management abreast of challenges and anomalies that arise due to the sensitive nature of work being performed and it’s possible broader impact. Understands and interprets Bank policy and applies it accurately and consistently.

Represents the district on System workgroups to facilitate process improvements. Makes suggestions to workgroup as needed. Ensures manager is aware of suggestions and seeks feedback/guidance to ensure district’s needs and desires are fully represented.

Assists HR leadership on District and System-level projects. Serves as subject matter expert to provide insight and suggestions. May be required to conduct research and analyze data and present findings to management. Creates presentations for meetings with the Bank’s senior management. Presents, discusses and captures action items from meetings with HR leadership and Bank senior management.

Leads smaller projects to automate payroll processes to improve efficiency and mitigate risks. Able to identify risks in key processes, analyze potential solutions to determine how to implement mitigating solutions. Makes suggestions/recommendations to management to reduce or mitigate or will take the step of implementing if appropriate and necessary.

Independently conducts the Payroll portion of New Hire Orientation for new staff. Creates monthly offboarding audit report via Excel and PowerPoint which are provided to HR manager and HR officer for further distribution to HR Business Liaisons and Management Committee members.

Qualifications:

Bachelor’s degree in finance, Accounting, or related field.

Minimum five years of experience as a Senior Payroll Analyst or similar role.

In-depth knowledge of payroll regulations and compliance requirements.

Strong analytical and problem-solving skills with attention to detail.

Experience with Workday is a plus.

Knowledge of federal and state payroll laws and regulations.

Approach all work activities with a customer service focus.

Computer and software systems skills as applicable to position including but not limited to: Word, PowerPoint, Proficiency in Microsoft Excel (VLOOKUP’s, pivot tables), and Outlook.

Excellent communication and interpersonal skills.

Ability to prioritize and manage multiple tasks in a deadline-driven environment.

Ability to maintain confidentiality and handle sensitive information.

Ability to work independently and as part of a team.

Demonstrated analytical abilities with strong attention to detail and a commitment to accuracy.

Ability to manage complex projects and multi-task effectively.

Excellent follow-through.
