The Work You Will Do: This posting is for an Environmental Specialist III located at the Departments of Environmental Protection’s Southeast Office located in West Palm Beach, Florida. This position is with the Environmental Resource Permitting 404 section. Your Specific Responsibilities:

This is an independent second level intermediate professional position in the Permitting Program responsible for permitting activities related to the SLERC Permitting. Duties include, but are not limited to, the following:

Reviews and evaluates ERP and 404 State permit applications for conformance to state and federal rules and regulations.

Produces moderate to highly complex permits and/or documents and requests for additional information, when required, that are consistent with prescribed rules and department guidance and procedures. Processing of sovereign submerged lands authorizations are also reviewed.

Performs site inspections, as necessary, in support of permit application reviews and evaluations. Responsible for the accurate and timely entry of required data and system information into agency databases and Oculus.

Provides technical assistance to the compliance assurance program.

Provides regulatory assistance, such as outreach, permitting determinations and exemptions, to permittee and/or company representatives, other department programs, delegated local programs, and other interested parties.

Participates in training activities as required. Coordinates and facilitates program-specific training for staff.

Performs related work as required by supervisor.

Required Knowledge, Skills, and Abilities:

Knowledge of the terminology, principles, and analytical techniques of the environmental or natural sciences.

Knowledge of data collection and analysis principles and procedures.

Ability to collect, evaluate, analyze, and interpret scientific or technical reports and supporting documentation.

Ability to prepare technical reports.

Ability to use a personal computer and Microsoft Office Suite.

Ability to understand and apply applicable regulations, policies and procedures relating to environmental programs.

Ability to determine work priorities and ensure proper completion of work assignments.

Ability to work independently.

Ability to communicate effectively and professionally, both verbally and in writing.

Ability to establish and maintain effective working relationships with co-workers and leadership.

Experience with SLERC Permitting activities including but not limited to evaluation of mitigation proposals using UMAM, WATER, or other approved methods, preparing Delegation of Authority (DOA) packages, BOT projects, etc.

Minimum Qualifications:

Valid Driver License.

Travel.

Possess or obtain a Certified Wetland Evaluator designation designation within six months of appointment.

A bachelor’s degree in Natural Science or Engineering from an accredited university or college, and two years of verifiable related experience ; or any combination of post-secondary education or verifiable related experience, as described above, for a total of six years.
