This position reports directly to the Program Administrator for the Maternal & Child Health Contract Management Team. Serves as a contract manager as required by section 287.057(14), Florida Statute for program/division/county health department. This includes participating in quality improvement activities, providing ongoing monitoring, desk audits, site visits, or technical assistance and reviews for Healthy Start (HS) coalitions and other providers and ensuring that contractual services have been rendered in accordance with the contract terms before the agency processes the invoice for payment. The procedures shall include, but need not be limited to, reviewing and documenting all deliverables for which payment is requested by vendors, and providing written certification by contract managers of the agency’s receipt of goods and services. Leads and/or serves as a member of the HS Coalition technical review team, reviewing coalition Service Delivery Plans and Annual Action Plan Updates, Quarterly Progress Reports, sub-contracts, and Memorandums of Agreement within agreed upon time frames. Completes other assignments, reports and duties as directed and within designated time frames. Required Knowledge, Skills, and Abilities: Knowledge, skills and abilities, including utilization of equipment, required for the position: Ability to solve problems, document work flow and other activities relating to the improvement of operational and management practices; ability to organize data into a logical format for presentation in reports, documents and other written materials; ability to conduct fact-finding research; ability to utilize problem-solving techniques; ability to work independently; ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities; ability to plan, organize and coordinate work assignments; ability to communicate effectively and work as a member of a team. Qualifications: Florida Certified Contract Manager preferred. One to two years contract experience preferred.
