This involves analysis of accounting data, identification of issues, development of resolutions, communication with appropriate staff and implementation of resolutions. This position must provide consultation and assistance to a variety of individuals, including but not limited to Department staff and management, state and federal auditors, federal grant managers, other state agencies, Executive Office of the Governor, and legislative staff. This position is responsible for assigned grants and must prepare the analysis needed to generate the required financial reports. Analyzes awards, expenditures, encumbrances, receipts, journal transfers and other information sources to ensure accounting information by grant, budget entity and fund is complete and accurate. Prepares or approves adjusting entries as needed. Prepares work papers incorporating grant expenditure analysis, adjustments, Payment Management System (PMS) detail, revenue, grant awards, etc. as backup for federal reporting. Ensures that all documents required to support the financial report are maintained in an organized manner. Monitors grant revenue and expenditures to ensure grant balances and draws are reasonable and timely. Prepares federal reports in a timely manner for reviews to be completed and for the report to be submitted before due date. Ensure all federal funds are accounted for in the Federal Grants Tracking System. Continue monitoring closed grants to ensure any additional activity is either reported or adjusted. Maintains a comprehensive knowledge of financial guidelines and requirements for assigned grant programs. This includes knowledge of corresponding federal and Department regulations, public laws, state statutes, the Florida Administrative Code, and Department accounting policies. Also includes advanced knowledge of the state’s accounting system including FACTS, the General Ledger master file, as well as related support systems. Analyzes reports, accounting system data, federal treasury data and other sources of information to ensure accounting information is complete and accurate. Performs analysis to ensure programmatic activities are adequately funded Reviews and analyzes reports and suggests improvements to reporting and processes. Coordinates with Cash Management Unit the reporting of revenue on federal reports. Coordinates with various offices regarding the research and resolution of fiscal issues and for the maintenance of all systems to accounting system interfaces. Initiate refunds as required by federal and State regulations to ensure continued compliance. Conducts financial reviews with grant manager, budget office, process area, etc. as often as required, but at least monthly. Ensures that FACTS is maintained with up-to-date information for assigned grants. Develops and maintains desk procedures for assigned grants and processes. Prepares special analytical reports, as requested, to assist management in making decisions. Reviews federal and state regulations to ensure continued compliance, identify changes, and make recommendations to update policies and procedures. Provides technical assistance to federal and state staff with grant related functions. Works with state and federal auditors in the conduct of their various audits. Analyzes, as needed, Department and State business systems to improve fiscal reporting and interaction with State’s fiscal systems. Knowledge, Skills and Abilities:
