Education and/or Years of Experience: Bachelor’s degree in Accounting, Finance, Business, or Data Analysis preferred but not required, as well as two years of experience in similar fields. This position is a highly responsible professional position in the Office of CBC/ME Financial Accountability that is responsible for the financial monitoring of Community Based Care (CBC) Child Welfare and Managing Entity (ME Substance Abuse and Mental Health lead agency contracts.

Perform Fiscal Monitoring responsibilities as identified in the Department's Operating Policy CFOP 55-1 using desk monitoring and on-site monitoring tools. This includes examining and analyzing budget, accounting and cost allocation information for the purpose of completeness, accuracy, and conformance with procedures and regulations.

Analyze Cost Allocation Plans (CAP) submitted by CBC and ME Lead Agencies as assigned by the supervisor for compliance with federal and state cost principles within the number of days of receipt from the contract manager as specified in each contract. Recommend or direct changes necessary to bring the CAP within compliance of cost allocation principles governed by federal regulation 2 CFR Part 200 Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards. Report to supervisor any changes from previously approved CAPs. Design and update standardized CAP documents/tools for Lead Agencies to use when submitting CAPs for review and approval.

Perform detailed year end reconciliations of payments from the State Accounting System (FLAIR) to expenditures reported in the CBC Financial Application for CBC and ME contracts assigned by the supervisor. Reconciliation must identify the amount of any unearned federal funds for repayment or unearned state funds retained by the CBC lead agency.

Knowledge, skills and abilities, including utilization of equipment, required for the position

Knowledge of Federal Uniform Grants Guidance 2 CFR Part 200 – Uniform Administrative Requirements, Cost Principles and Audi Requirements for Federal Awards.

Knowledge of generally accepted accounting principles.

Knowledge of the methods of data collection and analysis.

Ability to use pc-based applications such as worksheet (Excel) and database (Access) applications to collect, evaluate and analyze budget and expenditure data from lead agency organizations in order to document work, develop recommendations and solve problems.

Ability to organize data into logical format for presentation in reports, documents and other written materials.

Ability to communicate complex cost concepts to internal and external offices which include lead agencies.

Ability to work independently.

Ability to determine work priorities and ensure proper completion of work assignments.

Ability to establish and maintain effective working relationships with others.

Ability to conduct research of federal and state compliance requirements.

Ability to understand and apply applicable rules, regulations, policies and procedures to financial monitoring activities.

Ability to formulate policies and procedures.

Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work and other activities relation to the improvement of operational and management practices.

Ability to conduct fact-finding research.
