The specialist serves in a program managerial capacity providing central resources for the management and operational field teams providing field system support, process documentation and analysis and synthesizing customer data and identifying trends enabling management to make data-driven decisions. Develop and maintain effective and efficient workflow and ongoing operations analysis including process documentation, proposed process modifications in support of process owner; collaborates with stakeholders throughout.
Conduct multi-system data mining and synthesize the data for the purpose of identifying trends and making proactive, data-informed recommendations to management.
Serve as the business lead in the analysis of business and user needs, defining requirements, representing the user in the design, development, validation, and implementation of appropriate technology solutions for assigned essential business systems (field, work management, outage, and asset management systems).
Perform studies and analysis related to system operations including but not limited to desk operations, operations planning, investigation and root cause analysis.
Participate in industry standards development process related to Water and Wastewater distribution and collections system operations.
Participate in the development and improvement of technology solutions to ensure that business targets and objectives are met.
Serve as business liaison and is responsible for all business-related project deliverables identified as part of assigned operations projects.
Through data mining and report building, create operational dashboards reporting in real-time, infrastructure performance related to customer calls on required/requested timed schedule.
Collaborate with stakeholders to identify, implement and maintain software interfaces to allow coordination of active and live data monitoring for system function.
Plan, organize, coach, train, mentor, monitor, direct, and evaluate the performance of operations support team.
Collaborate with engineering to develop business case for project prioritization.
Utilize industry benchmarking criteria to validate business unit performance and compliance with asset performance/maintenance and expectation.
Participate in the planning and implementation of new or modified processes in response to new regulations.
As a subject matter expert may present at industry conferences on topics such as operational performance, systematic evaluation, best-practices, and techniques utilizes to achieve desired outcomes.
Develop and facilitate training materials related to the use of current and updated field software tools.
Analyze system data to ensure accuracy for the purpose of monitoring key performance indicators and aligning with industry benchmarking.
Stay abreast of technological advancements to ensure JEAs use of the most current equipment and materials, recommending asset replacement and monitoring.
Performs other work as assigned. Education: Bachelor's degree in Engineering, Business Management or closely related field.
AND
Experience: 6 years of experience in Water/Wastewater system operation planning, analysis or maintenance which must include 2 years of experience with a technology system project and/or implementation.
OR
Ten (10) year combination of education, experience, and/or training in Water/Wastewater system operation planning, analysis or maintenance which must include 2 years of experience with a technology system project and/or implementation.
License/Certifications/Registrations:
A valid driver's license is required prior to employment and must be maintained.
Florida Department of Environmental Protection Class III Water Distribution System Operator License is preferred.
