The work requires knowledge of the principles, methods and techniques used in the assessment, management and removal of contaminated and hazardous material which is usually gained through formal education and work experience. Contacts require skills in understanding and influencing others which are important in coordinating remediation activities, collecting data and presenting results of analysis to others. Work is covered by clearly defined policies and principles and the incumbent is required to exercise judgment in accomplishing operational objectives. The work is performed primarily in the field of landfills, contamination study areas and construction sites. Operates a vehicle, and a personal computer using various software applications related to bid proposals, field inspections and project management. The work involves moderate physical activity which demands standing for extended periods of time. The work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, and well-defined policies; the worker plans and organizes the work and determines priorities; and the work is reviewed, usually after the fact, in terms of quality, accuracy, timeliness, usefulness, and adherence to established methods, standards, and policies. Working hours may vary and evening and weekend hours may be required.Examples of Work

Monitors contaminated sites and parcels to assure that each is maintained and meets all city code requirements.

Drafts and proposes new legislation and/or operating procedures as required.

Prepares and/or interacts with consultants to develop project specifications and cost estimates for construction and maintenance projects.

May arrange and conduct pre-bid and preconstruction conferences.

Reviews construction schedules and progress reports to assure compliance with permit and contractual requirements and timely completion of projects.

Coordinates procurement and payment of construction materials.

Coordinates with contractors and the City building permit department to assure all work within the ash study area is in compliance with the City's Ash Management Plan.

May negotiate change orders.

Establishes and maintains records of facility inspections.

Prepares correspondence and various technical reports.

Represents the activity at various meetings with the City Council, General Counsel's Office, and outside regulatory agencies.

Plans, organizes, and reviews the work of contractors.

Demonstrates proficiency in the City of Jacksonville Core Competencies.

Performs related duties as required.

Knowledge, Skills and Abilities

Knowledge of the principles, methods, practices, and procedures used in the assessment, remediation and management of contaminated soils, groundwater, and waste disposal sites.

Knowledge of local, state, and federal environmental legislation as it relates to waste disposal and contaminated and hazardous site assessment and remediation.

Skill in conducting construction inspections on solid waste facilities and remediation activities.

Skill in scheduling, coordinating, and monitoring waste and debris removal activities.

Skill in reviewing construction schedules and progress reports to assure compliance and timely completion of projects.

Ability to develop and prepare project specifications and cost estimates for construction and maintenance projects.

Ability to read and interpret construction plans and specifications.

Ability to prepare records, correspondence and various technical reports using a computer.

Basic understanding of general engineering principles.

Ability to communicate effectively, orally and in writing.

Ability to deal effectively with the public in technical matters.

Open Requirements/Supplemental Information

An eight (8) year combination of education, training, and experience in; Engineering, Environmental Science, Business Management, Construction Technology or related field.

Which must include four (4) years supervisory experience in construction, contract administration, environmental assessment and remediation, or project management.

Experience involving hazardous waste sites and/or solid waste facilities - preferred.

Possession of a valid Florida State Certified General Contractor's License may be substituted for two (2) years of general experience.

LICENSE/CERTIFICATION/REGISTRATION:

A Class E Driver's License is required prior to appointment and must be maintained.

City of Jacksonville Public Driver Certification must qualify for prior to appointment, obtain and maintain during employment.
