DESCRIPTION This position is an Operations Analyst Position in the Northeast Region of Florida responsible for conducting site visits to residential programs to monitor programs. DUTIES & RESPONSIBILITIES Monitors state operated and Contracted Provider facilities/services. Conducts site visits to ensure integrity and compliance with Florida Statutes, Administrative Rule, Departmental policies and procedures and terms and conditions of the contract. Observes, evaluates, and assesses program effectiveness. Recommends corrective actions following monitoring activities that identify program deficiencies. Receives and reviews corrective action plans to determine plan appropriateness. Performs follow-up monitoring to ensure implementation and completion of corrective action plans. Reviews all program/facility reports for trend analysis and provide coaching assistance. Provides ongoing technical/coaching assistance and guidance to Providers to include, but not limited to, consultation on policies and procedures and/or Administrative Rule that affect program functions. Liaison between programs and various branches of the Department (i.e. Facility Services, Contractual Administration, Office of the Inspector General/Central Communications Center, etc.). Prepares written reports based on independent analysis following monitoring activities. Maintains telephone contacts with the program on a regular basis to promote effective information sharing, good communication, and provide technical/coaching assistance. Performs pre- and post- Operational reviews for new programs. Participates in special team monitoring as indicated by the needs of the program. Develops monitoring plan of contracts and/or facilities. Advises appropriate administrative and programmatic staff of problems or potential problems. Conducts operational assessments following incidents at Contracted Provider facilities/services. Makes recommendations regarding the assignment of cases for review, coordinates with the Residential Regional Directors regarding incidents, corrective actions, and provides technical assistance/training to providers regarding incident reporting and management. Conducts investigations into incidents and/or issues in programs and provides independent analysis. Provides technical/coaching assistance and onsite response. Prepare all related reports and recommendations for corrective action and performs ongoing monitoring of corrective actions. Follow given timelines for follow-up, organizes tasks and responds in a timely, courteous, and professional manner. Performs contract management. All contract actions (to include, but not limited to: development of scope of services, contract initiation memo, amendments, renewals) will be initiated with sufficient time to meet deadlines, contract documents will be prepared for renewal by the supervisor, appropriate staff will be advised of necessary contract changes and actions, monitoring report will be written within appropriate timeframe, and plans of corrective action shall be developed and tracked, if necessary. Processes invoices within the required time frames for payment. Maintains Excel spreadsheets for tracking contract annual allotments; monthly invoice expenditures, and year to date balances. Completes written reports in a final draft that is clear, concise, complete and accurate. Notifies supervisor of any potential problems. Responds to inquiries and Department-tracked information request/complaints (Whistle Blowers, Human Rights Advocacy Commission, Executive Office of the Governor, management reviews, citizen/parent/youth complaints, etc.) on behalf of Headquarters and/or the Regional office. Obtains information for the Incident Complaint Disposition for the Office of the Inspector General (OIG). Conducts investigations into incidents and/or issues in programs. Provides technical/coaching assistant and onsite response. Provides independent analysis, completes reports and recommendations for the corrective action and performs ongoing monitoring of corrective actions. Follows given timelines for follow-up, organizes tasks and responds in a timely, courteous, and professional manner. Assists the development of single sources, Request for Proposals (RFPs) and other procurement documents with input from programmatic staff. Coordinates evaluation/review of proposal by team, ensures that the Department secures services in the best interest of the public, and avoids any situation in procurement that appears to be a conflict of interest. Provides technical/coaching assistance to Chief Probation Officers and Regional Directors on contract related issues to include budget. Prepares special project assignments relating to contractual and state-operated programs. Reviews trend analysis monthly and reports findings/results to the appropriate authority. Coordinates and/or participates in meetings, committees, training event, workgroups, peer reviews, and task forces as requested. Participates in various task forces, workgroups, and committees as requested. Communicates with and coordinates efforts with various state and local agencies. Coordinates and provides training. Reviews policies and procedures from headquarters. All applicable policies and procedures shall be reviewed with deadlines as assigned. Submit travel vouchers and timesheets within established time frames, and communicates with courtesy, respect, and understanding in dealing with clients, the public, and staff in a professional manner. Participates in special projects. Manages the administrative portion of the statewide day treatment contract this includes processing invoices and developing amendments in conjunction with Headquarters and the Provider. Provide training to new contract managers and provide consultation with other contract managers and/or program. Serves as the North Region Liaison as it relates to Juvenile Assessment Centers, Medicaid, Intensive Delinquency Diversion Services, Intensive supervision, Conditional Release, Day Treatment and Probation Services. MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES Knowledge, skills and abilities, including utilization of equipment, required for the position: Knowledge of methods of data collection and analysis; basic management principles and practices. Ability to utilize critical thinking skills, collect, evaluate, and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices; organize data into logical format for presentation in reports, documents and other written materials; conduct fact-finding research; utilize problem-solving techniques; work independently; understand and apply rules, regulations, policies and procedures relating to operational and management analysis activities; plan, organize and coordinate work assignments; communicate effectively; establish and maintain effective working relationships with others. PREFERRED QUALIFICATIONS A bachelor's degree from an accredited college or university and three years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work. A master’s degree from a college or university can substitute for one year of the required experience. 3-5 years’ experience working with delinquent youth in a Residential setting. Experience conducting investigations, program reviews, and program monitoring and making recommendations based on findings. Experience working with the DJJ incident reporting system (Central Communications Center) and Juvenile Justice Information System (JJIS) Computer Software experience such as Microsoft Office. A valid driver's license is required.
