Summary This position is located in the Fleet Management and Operations Division, Office of General Services Management, Deputy Assistant Secretary for Operations, Bureau of Administration (A/OPR/GSM/FMO), in the U.S. Department of State (DOS). Responsibilities Provides technical advice and guidance to the Office Director, Vehicle Operations Center, other Department Fleet Managers and other fleet operations stakeholders with respect to all fleet management issues. Serves as DOS representative on fleet related interagency task forces, working groups and advisory panels. Develops and recommends fleet program policies and directives governing use of official vehicles in accordance with the Domestic Fleet Operations program. Carries out such duties and responsibilities typical of a second level supervisor in DOS such as overseeing the work of subordinate supervisors and staff and dealing with high level officials of other organizations. Directs staff in researching and evaluating proposed or newly issued legislation, legislations, mandates and Executive Orders to determine their impact on Department motor vehicle management policies and operations. Requirements Conditions of Employment Qualifications Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service that demonstrates a knowledge of transportation function(s) which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience researching and evaluating proposed or newly issued legislation, regulations and mandates to determine their impact on motor vehicle management policies and operations. Experience providing technical advice and guidance regarding fleet management issues, mandates and regulations. Experience developing and recommending fleet program policies and directives governing the use of official vehicles in accordance with a domestic fleet operations program. Experience preparing financial plans, budget submissions, account reviews and budget impact statements. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through." NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. There is no substitute of education for specialized experience for the GS-14 position. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
