Summary This position is in the Excepted Service under U.S.C. 50 § 3024(v) and appointments are made without regard to the requirements of the Competitive Service by laws, Executive order, or OPM regulations. This position is located in the Office of Analysis for Terrorism, Narcotics, and Crime, Narcotics and Crime Division, Bureau of Intelligence and Research (INR/TNC). Serves as a supervisory intelligence research specialist and as head of the Narcotics and Crime Analysis Division (INR/TNC/NOC) Responsibilities Responsible for strategic, all-source research and analysis concerning all aspects of the global narcotics trade and transnational organized crime, and their impact on countries and regions, international organizations, and multilateral entities. Serves as the Department’s expert representative at interagency meetings concerning relevant intelligence research and analysis and intelligence policy matters, and in exchanges concerning Division issues. Exercises significant responsibilities in dealing with officials of other units or organizations, or in advising management officials of higher rank. Supervises provision of constant support (including oral briefing and original written analysis) to DoS policymakers, including the Secretary and other seventh floor principals regarding major intelligence matters within the assigned portfolio. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience directing the work of the organizational infrastructure involving all-source intelligence research the global narcotics trade and transnational organized crime, and their impact on countries and regions, international organizations, and multilateral entities as well as foreign government, regional, and multilateral efforts to combat these threats. Experience developing strategies used by the analytic unit in fulfilling its responsibilities to support the Bureau and Department in matters regarding intelligence research and analysis. Experience preparing schedules for completion of work and assigning work to subordinates based on priorities. Experience with Intelligence Community (IC) including mission, members, and policies. There is no substitute of education for specialized experience for the GS-15 position. Education Education requirements do not apply to this vacancy announcement.
