Provisioning/Budget Project Manager (Remote)

OverviewGovCIO is currently hiring for a Provisioning/Budget Project Manager to support the Department of Veterans Affairs (VA). This position will be fully remote.ResponsibilitiesThe candidate will be responsible for organizing the IAM Account Provisioning Deprovisioning System (APDS) work. Candidate must be able to quickly identify and track work assignments and will be responsible for client interactions and ensuring coordination and outcomes are accomplished.

Manage release of integration and enterprise APDS functionality to include:

Identify and outline all applicable tasks and milestones necessary to complete the integration and enterprise service release.

Define relationships (dependencies) between tasks.

Define dependencies between tasks.

Define the expected duration and required resources for each task.

Create a schedule that depicts this information as a logical cohesive whole.

Identify and document APDS risks and issues.

Draft and document risk mitigation strategies.

Support release of integration and enterprise APDS functionality into IAM environments.

Coordinate SQA and UAT testing.

Plan, facilitate, track action items, and support APDS development work groups and meetings.

Create and send out program reports to IAM Leadership and the project teams.

Draft program response to APDS data calls.

Develop APDS marketing briefs for publication by VA.

Review APDS development deliverables.

Provide APDS action item tracking and maintenance.

Budget/Acquisition

Draft weekly status updates.

Develop acquisition strategies and approaches that result in actionable packages.

Develop the Acquisition Plan, Market Research, Product Description, and Performance Work Statement (PWS).

Support capital planning inputs, budget year budget formulation, acquisition planning, and BOP development.

Analyze IAM Balance and Unfunded Requirements (UFR) and reconcile to the current Budget Operating Plan (BOP).

Identify the need for Change Requests and assist in development of Change Requests.

Conduct out year planning.

Review the Budget Tracking Tool (BTT).

Develop Lifecycle Funding Requests (LCFRs).

Assist in development of all required OMB and VA budget formulation artifacts.

Develop and update the Acquisition Financial Management Plan.

Develop and update IAM spend plans.

Track fiscal year funding.Track fiscal year spending.

Assist in responding to financial data calls.

Monitor Annual Congressional Budget.

QualificationsBachelor's in Business Administration, Business Management, Computer Science, Information Systems, Operations Research or related fields plus 15 years experience.10 years of additional relevant experience may be substituted for educationRequired Skills and Experience

Current VA OIT experience with active VA system access a must

Experience managing Agile teams

Experience using Jira or similar tool to organize and manage team’s work

Experience taking imprecise requirements and requests and delivering robust solutions, products, and/or recommendations

Strong analytical and investigative skills with ability to make recommendations, and a relentless resolve to bring new ideas or iterations

Proficient in organizing and facilitating meetings at the leadership level

Completely comfortable with being on camera/video all the time

Flexibility, ingenuity, creativity, diplomacy, and a willingness to learn and adapt

Experience working within distributed teams and remote environments

Proficient in use of Microsoft tools – PowerPoint, MS Teams, Word, and Excel

Preferred Skills and Experience

Experience with Jira to capture project tasks, risks, and progress

Experience with SharePoint

Clearance Required: Able to obtain and maintain a Suitability/Public Trust clearance
