The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs. The CDEC Product Strategy and Management team owns the development and execution of the department’s strategic vision of a unified, accessible and coordinated user experience for the department’s complex, matrixed ecosystem of external-user-facing products. Senior Product Strategists will lead complex, cross-division, and cross-program software development projects. They own the design, development, rollout of systemic changes to unify family, provider, and partner-facing experiences, in alignment with CDEC’s mission, values and strategic objectives. By fostering inter-team trust and collaboration, Senior Product Strategists serve as a catalyst for the coordinated evolution in the delivery of high-quality, impactful services, tools, and information to Colorado families, care providers and partners. Description of JobWhat you’ll be doing: This position will work closely with Program Managers, Product Owners and Enterprise Application Administrators to ensure that prioritized work is in alignment to the Department vision and roadmap. Also, the position will develop and oversee documentation, processes, and procedures used in the product strategy division that are understood, utilized, effective, and efficient. This role is a part of a highly collaborative agile team that assists with prioritizing and completion of work. The purpose of this position is two-fold.

Own execution of one or more components of the Department’s product vision and strategy, requiring cross-division coordination, and stakeholder management.

Direct and synchronize cross-functional, cross-program software development in service of a unified, high-quality product experience for one or more of the Department’s core user segment (e.g. Families, Care Provider Businesses, Care Provider Individuals, Community Partners).

Serve as the Product Owner for early-stage department products that are within the first 3 years of being prototyped, developed, launched, and expanded—delivering tight customer feedback loops, establishing best-practices, monitoring progress, ensuring product development meets established standards, and providing the general system oversight and collaboration required to build and cultivate a new product in support of a new program, service or Department mandate. Additional responsibilities include but are not limited to:

Lead strategic product projects and development efforts that require synchronization and change across multiple CDEC products, designed to unify, streamline, and improve usability, equity and access for Families, Individual Providers, Care Provider Businesses to CDEC services and resources.

Build relationships and understanding across adjacent CDEC Products, and pursue opportunities to integrate, align, and unify family, individual care provider, and provider business experiences across systems.

Serve as the primary liaison to technology vendor/s, OIT and CDEC for cross-functional and cross-product development projects for one of the core external user segments. This includes facilitating, exploring, and deciding upon solution alternatives to business problems and providing cost/benefit analysis of design alternatives and how recommendations relate to the Department’s strategic vision and big picture roadmap.

Build and maintain subject matter expertise in the current user experience for core external user segments across the CDEC product ecosystem, constantly evaluating the impact on users of any given development effort, technology decision, or product change.

Complete gap analysis to understand performance of current products to deliver on existing Department product strategy, and determine where it needs to be refined, updated, or clarified.

Serve as the owner for new and early-stage software products undergoing foundational, and/or major re-platform or restructure. This includes products that are being designed, launched, overhauled, merged or sunset in alignment with the Department’s product vision, requiring a broad product management skill set that can adapt, leverage frameworks, and rapidly respond to changing needs.

Cultivate and maintain diverse user feedback channels and processes, to triage and funnel insight into product development process and decisions, as well program operations. This includes applying multiple approaches to gather and analyze explicit and implicit user feedback to identify barriers, bugs, and opportunities to improve access, equity, usability, and overall user experiences.

Apply reporting and analysis skills to leverage product, business and user data in order to identify challenges and opportunities with user experiences, troubleshoot issues and prioritize work. This includes serving as the subject matter expert regarding data schema and models with responsibility and accountability of effective controls and use of data.

Lead development of the Department’s strategic product vision for one or more core user segments, in partnership with the Chief Product Officer and other Product strategy owners.

Maintain deep understanding of needs, pains, and contextual factors for one or more core user segments in the wider public family service-delivery market.

Monitor and analyze the public service delivery landscape to identify potential threats and opportunities to provide families with access to high-quality care, including key factors such as trends in policy, care provider business models, and family demographics.

Six (6) years of experience in years product management for a consumer/public-facing product, & managing senior external stakeholders.

Two (2) years usability testing and user insight gathering for software products.

Option II: Combination of Education and Experience Graduation from an accredited college or university with a bachelor's degree in information management and business analytics, business technology management, computer information system management, or closely related field. ANDFive (5) years of experience in years product management for a consumer/public-facing product, & managing senior external stakeholders. Three (3) years data reporting and analytics, two (2) years usability testing and user insight gathering for software products. Substitutions:

Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.

Additional appropriate education will substitute for the required experience on a year-for-year basis.

Product Management certification(s) completed within last 10 years Agile methodology certification.
