COLORADO PARKS AND WILDLIFE (http://cpw.state.co.us/) Our Mission is to perpetuate the wildlife resources of the state, to provide a quality state parks system, and to provide enjoyable and sustainable outdoor recreation opportunities that educate and inspire current and future generations to serve as active stewards of Colorado's natural resources. The Organizational Development (OD) Section provides services and support to all 950+ permanent and 900+ temporary employees of Colorado Parks & Wildlife (CPW). These services include management of all non-law enforcement training identification, creation, coordination and facilitation; administration of statewide training edicts; employee recognition and service awards and incentives program management; recruitment and retention; internship program management; Youth Internship Program (YIP) management; Colorado Youth Corps Association (CYCA) program management; Americans with Disability Act (ADA) accommodation program management for outdoor recreational activities; and leadership training for succession planning. Description of JobThis position will have two parts of focus. One, the administrative (CORE, Procurement, etc) for the Organizational Development Section and two, be the lead on the CYCA and Insights efforts for Organizational Development. Both of these programs are statewide programs in that they support staff across the agency. This position will handle many of the logistical and programmatic support needs of the OD section and programs supported by Organizational Development. Specifically, this position manages budget and procurement processes/policies for section expenditures and tracks section expenditures and budget. This position supports the section with event tracking, data collection and reporting, and provides administrative support to the OD Manager, ADA/Workforce Development Coordinator and Training Coordinator as needed. This position is the project lead, provides oversight and manages partnerships with the Colorado Youth Corps Association programs in CPW. This position will also be a trained facilitator in Insights training programs and will take the lead on setting up, communicating, and co-facilitating Insights training across the agency. This position will also be responsible for the logistical support and administration of ride along requests, Colorado Combined Campaign, and the wildlife management short course.Program Lead Colorado Youth Corps Association (CYCA) Program: This position is the subject matter expert and decision maker for the Colorado Youth Corps Program. This includes all programmatic decisions, content creation or removal, direction as well as communication across the agency and outside the agency with Colorado Youth Corps Leadership. This position has the authority to create new programs or pilots within CYCA based on agency needs. This position ensures that all contracts, payments, etc. are completed accurately and in a timely manner.

Initiate the annual CYCA project request across CPW.

Select, coordinate and advise the review committee for ranking projects to avoid conflicts.

Collect, review and score all projects as part of the total scoring process.

Determine funding allocation across all projects based on priority from review process.

Collect and check for accuracy all proper documentation needed for following proper fiscal rules in paying for projects.

Confirm with field staff that projects were completed to a satisfactory level.

Handle and address any problems or issues with work crews or field staff during projects.

Coordinate with Colorado Youth Corps Leadership on the connection between CPW and CYCA goals. Maintain and build the relationship with CYCA Leadership.

Submit and process all invoices following all fiscal rules.

Review the effectiveness of the program and make changes as needed to address gaps or increase positive aspects.

Ensures all fiscal rules are followed and provides direction to staff about fiscal rules and awards.

Meeting and presenting with different parts of CPW to highlight the use and value of the program. Highlighting how it can benefit an Area or a Park. Subject matter expert that can talk intelligently about any aspect of the program. Encourage more use of this program across the agency. Communicate with staff and CPW leadership about the success this program brings to the agency.

Determine new directions, opportunities for improving or novel ways to use and engage the Corps in conjunction with the CYCA leadership and the Organizational Development Coordinator. Fully develop and highlight reasons for and possible pain points for changing the program.

Create a fair and transparent process for reviewing the applications to avoid frustration.

Helping staff with writing project applications and processing unmet expectations when their project is not funded.

Use judgment to interpret circumstances in a variety of situations and establish guidelines that direct how the award program will be implemented.

Insights Training Program Coordinator:

This position will act as a lead instructor and coordinate all logistical aspects of Insights request, training set-up, food and meeting spaces, follow up with after training communications and coordinate with Insights Company and their representatives about the latest trends offerings and new training possibilities for using Insights within CPW. This position will be one of two main instructors within the Organizational Development Section. This position will take the lead on developing and improving Insights training for CPW.

Subject matter expert for resources and contacts for Insights training. Manage internal CPW training programs. Design, develop and deliver new and current Insights training across the agency.

This position takes into account current trends in adult learning theory and how to best apply those to the training.

This involves creating and communicating resources and providing contacts for ongoing insights training beyond the initial Discovery Training. Constantly seek new training opportunities for CPW employees. Find and recommend new training and continuing education options for Organizational Development staff.

Provides statewide communications to staff on ongoing Insights opportunities.

Develops assessment and evaluation tools to ensure the needs of the employees are met and training programs are successful. Develop and implement changes when programs are not successful.

Position coordinates special needs and accommodations of attendees to ensure equity and the safety and health of the individuals.

Negotiates with Insights company to ensure the training event expectations are met.

Responsible for assuring vendor billing is accurate based on agreements, contracts, and other supporting documentation.

Taking the creative ideas and desires of staff for training ideas and converting them into realities with guidance from the Organizational Development Coordinator.

Resolves conflicts and issues that may arise with logistics, procedures, facilities and vendors.

This position will stay informed and current on Insights training options, new training, and how we can continue the learning past the initial trainings to help the agency have high function teams with strong emotional intelligence. This will be done in concert with the Organizational Development Coordinator and the agency training plan.

Recording, processing and scheduling Insights training with staff across the state. Determining dates, venue, food, purchases and all other aspects of setting up a training for staff.

Being proactive and reaching out to all staff in various ways to share the benefits of the Insights program and how it can benefits teams in the communication and day to day functioning.

If a problem occurs with the vendor or delivery of training materials, or venue this position with be required to think on their feet and problem solve so that the training can still happen.

Organizational Development Administrative Coordination:

Assist the Organizational Development section and other CPW teams with administrative coordination of various events and trainings. A few specific examples include the Ride-along program, Colorado Combined Campaign and the Wildlife Management Short Course. Develops assessment and evaluation tools to ensure the needs of the employees are met and training programs are successful.

Subject matter expert for various small programs like Ride-along requests. Able to share the requirements and communicate effectively with members of the public requesting a ride-along. Conveying clear expectations and guidelines on what ride-along are and are not for the public. Coordinate with field staff to ensure requests are met and fulfilled. Make sure that all legal requirements are met for ride-along participants.

Lead CPW Colorado Combined Campaign Coordinator (CCC). Agency lead for any CCC questions, issues and needs. Works with other DNR agencies to communicate CCC news, updates and events.

Assist with other training programs within the Organizational Development section as needed. Be a strong team player that helps our section thrive, and the agency thrive. Be committed to personal and team development.

Logistical planning and coordination of the Colorado Parks and Wildlife and Wyoming Game and Fish (WGF) Fish and Wildlife Management Short Course. This course is designed for new Commissioners and employees to learn about Fish and Wildlife Management from both State agencies. Lead and main point of contact for logistical needs in support of this training.

Assist the Short course in training themes and agendas, schedules speakers, workshop topics, locations, lodging, organizes registration for instructors, speakers and other participants and staff.

This position develops guidelines for implementing these trainings in a manner that maintains the agency’s mission.

This position takes into account current trends in adult learning theory (and the group) and how to best apply those to the training.

Create surveys and research needs of employees and determines appropriate training implementation and suggestions for future short courses, effectiveness of ride-along program.

Evaluate appropriate venue for events that requires large group discussion and several break out areas for smaller groups.

Decipher if additional vendors are needed to ensure event needs are met – e.g., transportation, seating, meals, audio/visual equipment, etc.

Position coordinates special needs of attendees to ensure the safety and health of the individuals.

Negotiates with facility management and vendors to ensure the training event expectations are met. Ensures facility is prepared and set up for vendor and event.

Maintain accurate, complete records of ride-along requests. Provide prompt and thorough responses to the public and staff regarding questions related to the ride-along program.

Be main point of contact for Colorado Combined Campaign within CPW. Determine time, locations, advertise and promote events to support the Colorado Combined Campaign.

Resolves conflicts and issues that may arise with logistics, procedures, and vendors.

Ensure all work is aligned and meets the goals, objectives and the agency mission.

Maximize agency dollars to develop quality training that is relevant, useful and timely.

Accounting and Purchasing:

Oversee, track and create reports for the $1 million OD budget. OD section technical support for purchasing and fiscal rules. Prepare purchase requisitions, Official Function forms, developing RFPs and BID’s, and other accounting or HR documents as appropriate for the OD Section. Examine, assure accuracy and process invoices, travel reimbursements, and other items through the State CORE accounting system in accordance with state fiscal rules. Enters and manages OneCard and SARA allocations and audits section. Develops and/ maintains systems to monitor expenditures and budgeting, inventory of training section supplies, employee training records and other departmental information. Creates budget reports for the OD team. This position researches, counsels and advises team on appropriate fiscal and purchasing rules. Tracking OD budget to ensure programs are not overspent or encounter and statutory violations.
