CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.Business Innovation, Technology, and Security (BITS) is responsible for managing the Department’s information technology (IT) applications, technology service providers, including relations with the Governor’s Office of Information Technology (OIT), and vendors. The Division serves as the main point of contact for departmental issues involving technology resources and needs and coordinates activities with the program staff for IT support of Department-wide operations, maintenance, modernization, and implementation of new IT systems. This Division is designed to assist the entire Department with innovating and maintaining the technology that supports the missions in a strategic, interoperable, and secure fashion.The Colorado Department of Early Childhood (CDEC) Enterprise Application Technology team resides within the Office of Business Innovation, Technology, and Security Management. The Division is responsible for setting and executing the strategic direction for CDEC technology systems supported by the Enterprise Application Technology team. The team also manages the Department’s technology projects and resources for the programs in the Divisions of Early Learning Access & Quality (DELAQ), Universal Preschool, Early Childhood Workforce (DECW), Community and Family Support (DCFS), and Early Learning Licensing and Administration (DELLA), and the Division of Finance, Budget & Procurement. In addition, the Division is responsible for overseeing IT infrastructure, applications systems management, IT project management, and IT vendor management, and is focused on identifying, delivering, and maintaining IT solutions that empower the mission of the CDEC.Description of JobThis position acts as the user application and operational subject matter expert and lead for the functional and operational elements of CDEC's Professional Development Information System (PDIS) Salesforce and Cornerstone technology systems. The position works independently in the day-to-day operations of the PDIS technology system to ensure the technology system is supported and operational. In addition, this position manages the overall health of the application, including monitoring the state of the technology system and its alignment with the Office of Information Technology (OIT), Salesforce, Cornerstone industry, and team-defined best practices. The position performs process analysis for technology processes, including documenting, recommending, and making process and configuration changes to one or more operating functions. Tasks assigned to this position require an in-depth and broader understanding of customer relationship management, defect resolution, and work management. This position leads the analysis, operation, configuration, testing, and maintenance of the PDIS technology system and related components to ensure optimal performance. In addition, the position consults with the stakeholders to identify, define, and document business needs and objectives, current operational procedures, issues, and pain points, as well as input and output requirements.What you’ll be doing:

Maintain application security model, including configuration for user access and security settings according to the Office of Information Technology (OIT) Colorado Information Security Policies (CISPs) and team norms.

Implement and maintain operation configuration changes including validations and process automation to ensure data quality and integrity.

Ensure quality data by defining, testing, and performing data loads.

Manage user and software licenses, including user setup/deactivation and license use.

Coordinate with the product owner, application support vendor, and OIT to support system releases.

Reviews user system problems, identifies source of problems, develops, proposes, implements, and manages to completion solutions or coordinate with the vendor application support team, and OIT to implement solutions, coordinating with policy leads at the Colorado Departments of Early Childhood and end users on the impact and resolution to provide support for the request.

Identifies recurring user problems, advises product owner, PDIS Help Desk staff, and other stakeholders of issues, and develops and implements solutions to eliminate problems and addresses user needs.

Monitoring and updating knowledge article content.

Design, develop, and implement standard and ad hoc reports to support organization data needs.

Design, develop, implement, coordinate with the product owner, and track to completion assigned application configurations changes.

Assessing and advising on the ongoing training needs of users, supporting system adoption and work towards goals and federal compliance requirements.

Coordinate with product owner to enforce business processes for training and training approval through use of the Professional Development Information System, which may include designation of which internal users have authority to grant approvals and the workflows different approvals go through before being finalized.

Develop, document, communicate, implement, and coordinate Salesforce and Cornerstone application access control processes including ensuring level of application access is appropriate and user login monitoring to align with best practices and improve security, end-user experience, and overall system health.

Support the quality assurance process by overseeing the technology system work performed by the OIT quality assurance testers that support the PDIS data system, contributing to the development of test plans, coordinating and leading test efforts, including internal and external user participation in the test effort, communicating with stakeholders on the progress of the test effort, developing test scripts, and performing testing.

Participate in and/or lead technical planning and work sessions with internal and external stakeholders, technical owners to support operations, defect resolution, and enhancement work.

Support sandbox environment operations by developing and maintaining an environment refresh and data obfuscation plan used by internal staff, OIT staff, vendor staff, and integration partners to conduct environment refresh activities.

Coordinate with the data and information strategy team to assist in defining, documenting, developing, socializing, and implementing secure and streamlined data management processes.

Coordinate the implementation of new features, updates to existing features or configuration, and technology business processes with the product team and stakeholders. In addition to the PDIS Data System, this Salesforce Org hosts the Quality Rating Improvement System (QRIS), The Attendance Tracking System (ATS), and the Licensing Data System.

Identify and recommend improvements to system and processes to support the Department’s mission and goals, adhere to OIT standards, implement technology best practices, and support a quality user experience.

Perform other duties as assigned

Review and recommend new or revised internal operating processes and procedures.

Participate on various committees, training events, special projects, and focus groups, including activities to maintain current knowledge of developments in the relevant profession. Represent CDEC on various standing or ad hoc committees.

Minimum three (3) years of Salesforce administrator experience including analysis, design, configuration, testing, and reporting.

Option II: Combination of Education and ExperienceGraduation from an accredited college or university with a bachelor's degree in a field of study related to the work assignment AND Three (3) years of current professional experience related to this position. This must include:

Application work lead or project management experience with the software development lifecycle, and systems operations and maintenance.

Salesforce Administrator certification

Cornerstone Administrator experience
