Description of JobThe purpose of this position, in coordination with the New Vehicle Coordinator, is to act as a vehicle buyer; to identify and clarify vehicle replacement needs and funding issues with appropriate decision making personnel. Prepare new vehicle specifications and outlines them in written form for distribution. Coordinates with the State Purchasing unit to issue vehicle bids and awards. Review agency vehicle specifications at time of ordering to optimize state expense while meeting agency needs. Issues purchase orders to awarded vendors. Coordinates vehicle specifications, needs, ordering, and prices, with OEM and dealers. Receives and inspects new vehicles at time of delivery, accurately processes paperwork with the Department of Revenue, county and financial lender. Must comply with all internal and external deadlines. Utilizing the state’s Fleet Management Information System (FMIS) application to generate reports, identify and manage vehicle replacements, analyze and specify all new vehicles for procurement, procure and receive new vehicles, ensure funding and Long Bill appropriations by agency are adhered to, based upon predetermined budget setting, establish vehicles into FMIS, assign vehicles, and maintain all paperwork associated with the vehicle such as license, title, funding, billing, etc. A summary of the duties and responsibilities will include, but are not limited to, the following:

Asset Specification and Ordering- Assists in reviewing vehicle specifications for bid, vehicle replacement identification, processing vehicle orders, and submitting orders to dealers.

Asset Receiving and Disbursement - Receives vehicles, processes paperwork, assigns vehicles to the using agency, and tracks vehicle changes.

Reporting- Responsible for reporting out to the Department of Energy – Alternative Fuel Vehicles. Compile data for reporting such as the ETA for vehicle deliveries from dealers, Move Add Changes (MAC) and assets received.

Previous State Service related to the work assigned to the position

Experience using spreadsheet as an analysis tool

Experience with vehicle purchasing process or vehicle sales

Knowledge of vehicle specifications

Knowledge of vehicle titling and registration processing

Highly capable of multi-tasking and effective time management

Detail oriented with organization skills

Comparative Analysis Process The comparative analysis process for this position may consist of a structured application review, an online assessment and a structured interview.
