Responsible for planning, designing, implementing, and administering El Paso County's employee benefits plan and wellness programs. This role will lead the adherence to all regulatory requirements, safeguarding the fiscal health of the self-funded medical plan, and continuously seeking opportunities to enhance benefits, cost-efficiency, and effectiveness. This position oversees the strategic administration of the benefits structure, emphasizing the significance of the medical plan being self-funded to maintain greater control over costs and plan design.Key responsibilities include the evaluation of existing benefits offerings against industry standards to identify competitive advantages and areas for improvement. The role also demands active development and oversight of communications to ensure clarity and accessibility for all employees, crafting clear and informative benefits communications and enabling employee understanding and engagement with the benefits and programs offered.Essential Duties/Responsibilities

Responsible for the planning, evaluation, and development of the Employee Benefits division. Provides supervision, guidance, training, and leadership to assigned staff. Conducts performance evaluations and motivates employees to reach peak productivity and performance; participates in the hiring and disciplinary process.

Strategically leads the planning, designing, implementation, and administration of the El Paso County benefits plan. Collaborates closely with the Chief Human Resource Officer, third-party administrators, vendors, carriers, and consultants to develop strategies that ensure optimal coverage levels, cost efficiency, and compliance with applicable guidelines. Responsible for overseeing successful open enrollment annually, ensuring an informative experience for all current employees and retirees.

Establishes and maintains relationships with vendors and providers and ensures contractual agreements and procedures are followed. Evaluates the quality and level of vendor service coverage for the benefits plan and monitors expenses by category under the health and other benefit plans. Develops and recommends adjustments in plan administration, including design, to maintain fiscal health, plan solvency, and minimize costs.

Reviews and provides input on annual renewals, contracts, agreements, plan documents, and summary plan descriptions; works with Procurement as necessary.

Administers the self-funded medical plan; reviews benefits-related claims and coordinates payment for invoices. Works with vendors to resolve discrepancies or billing issues. Responds to escalated benefits inquiries and complaints to ensure timely, equitable, and courteous resolution. Resolves complaints and issues with carrier representatives.

Serves as the Health Insurance Portability and Accountability Act (HIPAA) compliance officer. Develops guidelines and procedures in compliance with HIPAA.

Responsible for the staff support to the Health Plan Trust Board, coordination of meetings, and meeting minutes.

Responsible for adherence to the Affordable Care Act (ACA) and regulatory requirements, including compliance for variable-hour employees. Oversees the ACA 1095 reporting process; ensures timely distribution to employees and filing with the Internal Revenue Service (IRS).

Oversees the County’s administration of the Consolidated Omnibus Budget Reconciliation Act (COBRA). Ensures the timely and accurate distribution of all COBRA-related notices.

Manages the annual preparation and dissemination of notices regarding Medicare Part D Creditable Coverage to all eligible plan participants. Ensures compliance with Centers for Medicare & Medicaid Services (CMS) guidelines, timely reporting to CMS, and maintaining accurate records of notifications.

Designs, implements, and oversees comprehensive employee wellness programs that promote health and well-being in the workplace, including working closely with the onsite fitness center, creating targeted initiatives, organizing wellness challenges and events, and analyzing program effectiveness to ensure continuous improvement and engagement.

Manages the administration of the County’s Section 457 deferred compensation plan. Monitors and reports on plan performance and handles participant inquiries.

Coordinates the annual preparation and timely filing of Form 5500, ensuring compliance with Department of Labor regulations.

Works closely with onsite medical clinics to ensure effective patient care. Coordinates annual health initiatives, such as flu shot clinics.

Administers employee recognition programs, such as the service awards program.

Oversees the County’s tuition reimbursement program.

Oversees initiatives and processes for keeping employees apprised of current benefits offerings, including regular informational updates and ensuring the accuracy of applicable websites and platforms. Conducts new hire orientation, training, and educational sessions on employee benefits.

Responds to complex employee or retiree inquiries, troubleshoots issues, and resolves conflicts relating to employee benefits.

Organizes employee-centric events such as wellness events, employee picnics, etc., and coordinates materials and giveaways.

Keeps current with employment law related to employee benefits and trends in both the public and private sectors.

Performs other duties as required.

Supervision Exercised:This classification requires managing and monitoring work performance of assigned staff, including making final recommendations on hiring and disciplinary actions, evaluating program/work objectives and effectiveness, and realigning work and staffing assignments, as needed. This classification may occasionally require director-level or above supervision in cases of absence.Supervision Received:Receives minimal direction. This classification typically performs job duties with broad parameters defined by general organizational requirements and accepted practices. End results determine the effectiveness of job performance.QualificationsKnowledge, Skills, and Abilities:

Extensive knowledge of employee benefit plan administration.

In-depth knowledge of policies, laws, and regulations related to employee benefits administration, HIPAA, COBRA, ACA, Medicare, deferred compensation plans, and wellness plans.

Extensive knowledge of self-funded medical plans preferred.

Proficiency with human resources systems, databases, and Microsoft Office (Word, Excel, and Outlook)

Ability to interpret and apply Federal, State, and Local policies, laws, and regulations.

Must be customer service oriented with the ability to establish and maintain effective working relationships with employees, County staff, elected officials, vendors, contractors, and the public.

Must be an excellent communicator with the ability to communicate with tact, courtesy, and diplomacy, both verbally and in writing, even in difficult situations. Must possess excellent writing, note-taking, and prooing skills; ability to write clearly and concisely with proper regard to spelling, grammar, and punctuation.

Must possess strong attention to detail and initiative, with the ability to determine appropriate workflow and to complete all tasks within deadlines.

Must be a self-starter and be able to lead others in projects.

Ability to present benefit plans in understandable, concise, varied formats.

Ability to analyze problems, complex data, and information and identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.

Ability to effectively supervise and train staff and ensure that assignments are completed in a safe, proper, and timely manner; ability to objectively evaluate the performance of others.

Ability to handle difficult situations in a respectful and professional manner, exercising tact and diplomacy.

Required Education and Experience:

High school diploma or equivalent education.

Five years of experience administering employee benefits plans.

Two years of supervisory or leadership experience.

Preferred Education and Experience:

Bachelor's degree in human resources, business administration, or a related field.

Six to eight years of experience administering employee benefits plans.

Licenses/Certificates:

Must possess and maintain a valid driver's license.

Pre-Employment Requirements:

Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.
