This position reports to the Associate Vice Chancellor for Public Safety and will manage the technology budget and the use of Public Safety hardware and software to support the vision and mission of DPS and the CU Boulder campus. This position partners with the central Office of Information Technology and participates in campus conversations about the efficient and effective use of technology. Additionally, this role is expected to track the national trends around technology use in public safety, especially within higher education.This position provides strategic IT leadership, policy and standards development and operational oversight to IT systems and services managed within DPS, including computer-aided dispatch, records management, mobile data terminals, video management for dash/body worn cameras, access to criminal justice information systems and mass notification systems. This position also provides strategic IT leadership, policies and standards as well as business requirements for IT functions managed outside of DPS which Public Safety is a key partner. This includes video management for security cameras and electronic access controls, as well as systems that support the needs of Flight Operations and Threat Assessment.This position manages DPS IT staff, which are responsible for providing IT systems and service management as well as support in the areas of computer-aided dispatch, records management and mobile data terminals.The successful incumbent in this position will be a thoughtful and strategic leader, skilled at building relationships and engaging in collaboration with departmental leaders within and outside DPS to understand business needs and identify solutions to those needs. They will consider how to incorporate technological innovation in the areas of public safety technology and engage in technology systems and service planning to ensure sustainability of public safety technology. Inventory current divisional technology resources.

Determine current divisional technology needs/gaps.

Find opportunities to implement innovative solutions.

Develop a 5-year strategic plan for Public Safety technology, including a projected budget that aligns both with the Public Safety priorities and the strategic imperatives and budget of the CU Boulder campus.

Prioritize initiatives vital to complete the strategic plan.

Evaluate progress and adjust plan as needed.

Develop policies, standards and procedures for public safety technology that ensures integrity, security and standardization for public safety technology systems, and

Be responsible for the development, negotiation, and management of contracts with divisional technology vendors.

Maintain awareness of public safety technology industry innovations and potential to integrate innovations into divisional strategy/planning.

Supervision and Mentorship

Provides supervision and mentorship for 2.0 IT professionals.

Provides performance management, support and professional development opportunities for team members.

Aligns staff duties with changing division needs.

Collaborates with divisional departments to ensure that staff resources in this area support departmental needs.

Campus IT Partnership

Engage in open and collaborative discussion with the Office of Information Technology about campus IT plans.

Work with campus partners, including OIT, to identify, where possible, Public Safety can improve use of centrally provided IT solutions.

When asked, serve as a member of campus-wide technology committees that are charged with the stewardship of the campus research, teaching and learning, and public service missions.

This position has the opportunity to work in a hybrid or remote capacity.

This position requires an active Driver's License and may operate University vehicles.

This position is designated as Essential Services as well as a Campus Security Authority.

A combination of education and relevant experience may substitute for the degree on a year-for-year basis.Seven years of experience that includes:

Progressively increasing responsibilities in the areas of public safety technology use and development.

Supervising professional staff.
