Salary: $58.77 - $71.35 per hour

Ideal Candidate

Experienced leader with the ability to lead and inspire teams while navigating complex projects and regulations. The ideal candidate has excellent problem-solving skills, hands-on technical expertise in construction and housing and is committed to improving community health and housing conditions. Work independently and collaboratively in a team environment. Have problem-solving and attention to detail skills. Work with ethnically diverse population and socioeconomic status. Have residential construction industry experience including knowledge of residential construction methods, materials and equipment used. Experience with environmental health and housing code enforcement. Strong

project management and leadership skills.

Primary Responsibilities

 Manage Healthy Housing Programs: Oversee the planning, execution, and evaluation of programs designed to improve housing and community health.

 Lead a Skilled Team: Supervise housing specialists conducting housing assessments, home maintenance and repairs, including small plumbing, electrical repairs, accessibility upgrades, weatherization, and lead hazard remediation.

 Provide Technical Guidance: Offer expert advice and support to property owners, contractors, government agencies, and county departments.

 Ensure Compliance: Monitor and enforce adherence to Federal, State, and County guidelines while building and maintaining relationships with key stakeholders.

Minimum Qualifications:

Either I

Experience:

The equivalent of two years of full-time experience as a Housing Rehabilitation Specialist III, or an equivalent or higher level class in the Alameda County classified service.

Or II

The equivalent of one year of full-time experience as a Lead Project Designer or an equivalent or higher level class in the Alameda County classified service.

Or III

The equivalent of five years’ full-time experience in a public agency or private organization using public funds to rehabilitate housing stock with the responsibility for the operation and/or planning of local rehabilitation programs which serve lower income households. Two years of the required experience must have been at the supervisory or administrative level and included housing preservation project development, construction management, contract administration, construction specifications, project financing and project cost estimation.

Or IV

The equivalent of five years of full-time experience in the construction industry that involved residential real estate development, property development, project management, and finance. Two years of the required experience must have been at the supervisory or administrative level. (Construction inspection experience is desirable.)

Certificates: Within one year of employment, the employee must obtain the appropriate lead Certification by the California Department of Health Services.

License: Possession of a valid California Motor Vehicle Operator's Class "C" license is required.

Special Requirement: Incumbent may be required to work some evenings and weekends.
