The Contra Costa Health Department is offering excellent career opportunities for qualified individuals interested in the Health Services Information Systems Programmer and Analyst positions. There are currently three vacancies assigned to work on the Security team or the Application Development team located in Martinez, CA or Concord, CA within the Health Services Information Technology (HSIT) division.

The Health Services Information Systems Programmer and Analyst is responsible for the ongoing professional support of mission-critical clinical, business and operational applications. This support includes planning, implementing and organizing activities relating to enterprise-wide application selection, deployment, optimization and training; reviewing and analyzing system and/or service requests using structured techniques and methodology; managing projects from the initial fact-gathering meeting; developing and maintaining training environments and materials; and providing role-based education.

The HSIT division provides a full range of services to the entire Contra Costa County organization which includes:

Managing the central corporate computing complex.

Managing a County Wide Area Network (WAN).

Managing numerous Local Area Networks (LANs).

Providing business and technical consulting services to departments and managers throughout the organization.

Managing and supporting the Electronic Medical Record system and internally developed applications.

What you will typically be responsible for:

Vendor system software support and upgrade support.

Writing complex SQL to build clinical, operational, and financial data assets.

API Programmer for Application Integration to help solve business problems across various systems.

Custom application development using Microsoft technologies like .Net, PowerApps.

Evaluating and assessing client needs, as well as identifying and recommending resources.

Supporting analytics and reporting systems that can help lead to improved informed decisions. This includes understanding the organization's systems and data needs, designing data models, identifying security compliance requirements, creating reports and dashboards, and developing data analytics tools to help analyze data and gain insights.

Managing the lifecycle of security work for projects including vendor qualification, POC testing, recommendations and implementations.

Minimum Qualifications

Education: Possession of a Bachelor's degree from an accredited college or university with a major in Computer Science, Health Information Management, Medical Informatics, Healthcare Administration, Health Science, Business Administration, Public Administration, Engineering, or a closely related field.

Experience: Four years of full-time (or the equivalent of full-time) experience performing software applications programming and/or systems analysis, one year of which included programming responsibility and one year of which must have been in a health services environment.

Substitution for Education: Additional qualifying experience may be substituted for the required education on a year-for-year basis up to a maximum of two years.

Substitution for Academic Major: One additional year of qualifying experience may be substituted for the academic major.

Desirable Qualifications:

Knowledge of Cloud Data Tools.

Experience in developing custom applications using Microsoft technologies like .Net.

Experience in writing complex SQL queries.

DevOps experience.

The Board of Supervisors have authorized the following future salary increases: 5% on July 1, 2024 and 5% on July 1, 2025.
