The Information Systems Administrator II (ISA II - Business Systems Analyst) in East Bay Municipal Utility District’s (EBMUD’s) Human Resources Department plans for, supervises, and participates in life cycle activities associated with the development, implementation, maintenance, and replacement of major Human Resources Information and Pension Administration systems and applications including business process analysis, specification design, preliminary database design, business recovery strategies, security, testing and training.

This position reports to the Director of Human Resources and serves as the Product Owner of all major Human Resources Information systems. This position works in coordination with the IT Project Manager and Technical Lead, applies and is responsible for leading, planning, design, oversight, and monitoring of timelines, work processes, and deliverables associated with multiple client departments’ applications and systems development activities.

The ISA II Business Systems Analyst is instrumental in leading the project team in successful delivery of user and functional requirements. The position holds accountability for leading and facilitating requirements elicitation sessions among business and technical users, writing business and technical requirements and specifications, providing functional/conceptual/logical design documents, and building applicable business case models. Working with the Technical Lead to ensure technology requirements are defined and documented, this position will exemplify the abilities to engage and clearly discuss requirements and specifications with the full spectrum of integrated roles from business users and developers to integration with the project team to ensure comprehensive test plans are executed and traceable to individual users. This includes gathering and analyzing data in support of business cases, proposed projects, and systems requirements. The position is also responsible for generating and analyzing data/reports based on their findings, complete with probable causes and possible solutions to systems issues.

Working with the Project Manager(s) to follow project plans, convey accurate project status, and identify issues and risks. Working with the Technical Lead to define requirements for data clean up, integrations, and software implementation and modifications. Responsible for providing level of effort and durations for completing tasks required for given project. May be assigned to coordinate projects from development through implementation, working with EBMUD’s IT project team, as well as clients, vendors, and consultants.

The salary range is $12,889 per month increasing to $13,533, $14,210, and $14,920 after 6, 18, and 30 months, respectively.

Requirements:

Any combination of education and experience that has led to the acquisition of the knowledge and abilities indicated above. Typical means of acquiring the essential knowledge and abilities is a combination of training and experience equivalent to:

1. A bachelor’s degree in business analytics, information systems, computer science, or an IT related field.

2a. Four years of programming, systems analysis, or other related technically based business information systems experience OR

2b. Four years of experience leading and driving end user support services within a centralized information technology organization that included the development of functional system design specifications, and reporting requirements; determine preliminary design, systems administration, and system testing and implementation.

3. Must be willing to work overtime as needed.
