Admin assistant

We are a mom and pop (mostly mom) company with a couple laborers. I pretty much run everything. We built the business to $2M annual revenue, but this year is half that. I need help with dealing with unpaid bills, following all the government regulations etc. I need an intelligent strong person to help me so I can focus on sales and customers. I think 4 hrs a day 4 days a week would be good to start.
