The Research and Program Coordinator in the Violence Prevention Partnership (The Partnership) will join a team working to create safe and healthy communities where all youth are empowered to reach their full potential and all community members thrive. This position coordinates the CHOICE Grant Program, oversees evaluation services for The Partnership, plans and implements The Partnership’s annual Violence Prevention Seminar, and actively seeks outside funding opportunities for The Partnership’s programs and services.

The ideal candidate for the Violence Prevention Partnership will have experience with grant program oversight, including contract development and management; experience with grant research and development of grant proposals; experience with program planning and implementation, including strategic planning, program budget development and budget monitoring; experience with program evaluation, including knowledge of evaluation methodologies, as well as data collection and analysis; experience working with community partners across various sectors; and knowledge of programs and services for Santa Rosa youth and families.

Prior experience improving efficiencies with processes and programs, researching and writing grants and securing funding is highly desirable.

Examples of Duties and Responsibilities

Essential Duties:

The following duties are considered essential for this job classification:

Research, analyze, develop and administer a variety of policies, programs and procedures;

analyze and apply federal, state and local regulations and policies related to new or existing programs and projects;

conduct research, develop applications and administer a variety of grants;

prepare required grant reporting and represent the department during audits;

update staff and public regarding changes in federal, state or local regulations and policies;

prepare and administer Requests for Qualifications, Requests for Proposals and/or contracts or agreements for program activities, equipment or services;

represent management at meetings of neighborhood, community and/or policy groups;

participate in development and administration of the department and program budgets by conducting research, analyzing and monitoring financial information and making recommendations for project or program activities;

may administer and coordinate equipment acquisitions;

prepare reports, memoranda and correspondence on a wide variety of subjects related to programs and services;

manage ongoing program activities;

coordinate schedules;

develop presentation materials and coordinate informational meetings and notices to policy-making bodies, community groups, home owners, and others;

serve on a variety of departmental, city-wide, and interagency task forces and committees and perform related duties as assigned.

Required Qualifications

Knowledge of: Federal, state and local program related laws, policies, regulations and procedures; grant application and administration procedures, methods and practices; research and reporting methods and procedures; methods used in developing and managing service and supply contracts; budgeting and basic accounting procedures.

Ability to: Understand local program-related issues and problems; develop and implement possible solutions; plan and organize workload; analyze and compile statistical data; read, understand and interpret federal, state and local laws, policies, regulations and procedures pertaining to assigned programs; research availability of grants and relate those grants to department service needs; administer multiple grants or programs simultaneously; establish and maintain effective working relationships with those contacted in the course of work; maintain clear and concise records; communicate effectively, both orally and in writing; produce written documents with clearly organized thoughts using proper sentence construction, punctuation and grammar; enter data or information into a terminal, personal computer or other keyboard device; comprehend and draw inferences from written material; work effectively under stressful conditions and meet established deadlines.

Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience - Sufficient years of experience in a support or administrative capacity to demonstrate possession of the required knowledge and abilities; Education - Equivalent to a bachelor's degree from an accredited college or university with major work in a field of study which relates to the required knowledge and abilities.

The Selection Process:

Applicants possessing the MOST DESIRABLE qualifications based on a screening of the application materials and supplemental questionnaire will be invited to continue in a selection process that may consist solely of an application screening, or may include an oral appraisal interview, assessment center, or another activity selected by the Human Resources Department. Physical Requirements and Working Conditions: Generally, work is performed in an indoor office setting. When working in the office, incumbents typically work at a desk, sitting for extended periods of time with the ability to move about at will. Standard office equipment, a computer and a variety of office software is used to enter and retrieve data and produce reports and presentation materials and requires continuous or repetitive arm-hand movements. Incumbents learn new job-related material through oral and/or written instruction in an on-the-job setting, through structured classroom training, and by reading and comprehending written material and making inferences from the contents. Verbal communication includes giving instructions, providing information and responding to questions and may be conducted face to face, on the telephone, and in meetings.
