Organization:SHSO-Administrative PayrollPosition Overview:The Vice President, Ethics & Compliance Services (“ECS”) is accountable for the oversight and effectiveness of the System Ethics & Compliance Program (the “Program”) cascaded in the Bay Markets. Responsibilities also include Graduate Medical Education, Research, Surgery Centers, Medical Foundations, and Hospital services.The VP, ECS reports to the System Chief Ethics & Compliance Officer (“CECO”) and partners with other Area/Market ECS VPs ensuring that Market program activities are in alignment with the System Program. They are responsible for supporting System strategic priorities set by the System Executive Leadership Team and Market initiatives through proactive compliance activities focused on the best ways to achieve these objectives. The VP, ECS is responsible for partnering with Market leaders to understand the risk environment and in making informed risk decisions.The VP, ECS reports on the effectiveness of the compliance program, key legal and regulatory matters, and significant compliance incidents to the System Executive Ethics & Compliance Committee (“EECC”), chaired by the System CECO, and quarterly to the Sutter Health Bay Operating Unit Board (the “Board”). They are responsible for developing programs and establishing metrics so Market leadership, the EECC, and the Board may effectively monitor and oversee the compliance activities of the organization.The VP, ECS is a thought leader, providing education and guidance to the ECS team, Market leadership, and the Board. They are responsible for maintaining current knowledge of the healthcare compliance regulatory environment and leading professional practices.The VP, ECS provides coaching and oversight to assigned ECS team members to ensure effective management of compliance activities and risk mitigation. The VP, ECS may have 3-5 direct reports with a total team of 15-20.Job Description :Education:Bachelor's Degree RequiredCHC RequiredMaster's Degree DesiredExperience:Must have demonstrated at least 10 years of significant healthcare experience, including at least 5 years in an Executive Leadership position with responsibility for managing and implementing an effective ethics and compliance program. Must have strong program management skills and demonstrated experience in implementing an ethics and compliance program. The position requires strong management skills and significant experience in building relationships across disciplines. Knowledge of healthcare compliance standards (e.g., CMS and OIG regulations, standards, and guidance) is required and experience in managing and overseeing government inquiries is strongly desired. Knowledge of other disciplines, including business planning, clinical disciplines, human resources, finance, clinical and financial auditing, and information technology is desired. Should be well versed in current healthcare regulatory issues, OIG enforcement activities, knowledge of State and Federal guidelines, and other applicable healthcare regulations.Special Skills:Reputation for integrity and willingness to challenge higher levels of management on issues arising through the Ethics and Compliance Program. Ability to work with all levels of Management. Sufficient communication skills to present information to appropriate levels of employees at all levels of the organization. Demonstrate effective managerial/leadership skills, excellent written and verbal communication skills as well as the ability to translate legal and regulatory complexities into terms readily understood by management and line personnel. Use of PC and common software required. This range has not been adjusted for any specific geographic differential applicable by area where the position may be filled.
