DESCRIPTIONThe City of Long Beach, Department of Health and Human Services has an immediate opening for (1) full-time, unclassified, at will Program Analyst (Community Program Specialist II-III) position. Reporting to an Administrative Analyst III, the program analyst will provide oversight in the development, implementation, and administration of funded grants and programs.This position is funded through the Long Beach Recovery Act and is limited term in nature (one-time funding). This position is located at the Main Health facility, 2525 Grand Avenue, Long Beach, CA 90815 and may allow for a hybrid work schedule. EXAMPLES OF DUTIES

Ensures grants and programs are in compliance with regulations, including monitoring and interpreting of government regulations to ensure compliance for all grant-funded programs;

Generates reports, applications, documents, subcontract agreements, and other administrative materials for grants;

Reviews data and performance management to ensure grant compliance and deliverables;

Performs financial responsibilities that includes utilization of financial systems, prepare, track and monitor grants and subcontractors budgets and expenditures, create purchase orders, review and process invoices, prepare budget amendments and other financial duties related to the grants and programs,

Interfaces with funders and subcontractors to ensure compliance and maximization of grant funding;

Develops and provides oversight for Requests for Proposals (RFPs) and contracting for grants, vendors, subcontractors, and other agencies, as needed;

Uses reported data to evaluate participant involvement in grant programs;

Researches, develops, reviews, implements and updates policies and operating procedures,

Creates and updates forms and provide trainings;

Manages, updates, and maintains documents;

Assists with grant writing;

Attends and represents the Division at Long Beach Recovery Act team meetings and provides updates on projects;

Leads efforts and reports assigned by City leadership and assists with special projects; and;

Performs other duties as assigned.

REQUIREMENTS TO FILEMINIMUM REQUIREMENTS

Graduation from an accredited college or university with a bachelor’s degree in Public Health, Public Administration, Business Administration or a closely related field (Proof required at time of application) AND

Two (2) years full-time professional experience leading or coordinating public health programs and grant management.

A Master’s Degree in Public Health, Public Policy, Public Administration, or a closely related field from an accredited college or university may be substituted for up to one (1) year of the required professional experience(Proof of education required).

Valid motor vehicle operator license.

Required to obtain a California motor vehicle operator license within 6 months if out of state. DMV K4 driver license information report printout required during onboarding for California residents.

May be required to work extended hours including evenings and weekends to support community events.

DESIRABLE QUALIFICATIONS

Finance/accounting experience.

Experience auditing grant funded programs.

Experience with the administration of social service and/or public health programs.

Exceptional customer service and interpersonal skills.
